LAKE ELMO CITY COUNCIL MINUTES MARCH 1, 1988 PAGE 2 <br />City Engineer Bohrer responded that when only the red light goes on, <br />without an alarm, it is an indication that inside the control panel <br />there is a small condensation heater in this control box that is to <br />keep the box slightly warmer than air temperature in order to prevent <br />condensation from forming. If the thermostat was not set correctly, <br />then the red light would go on. <br />In regard to the pictures, Bohrer felt it was normal snow+,elt and not <br />sewage. If there are pockets forming on the surface, it might have to <br />be touched up with topsoil in the Spring. It has been checked in the <br />past and the system is working very well and the water is dispersing <br />in the drainfield trenches and the full system is not being <br />utilized --(that is the effluent is being disposed of on just a portion <br />of the system and not operating at capacity). <br />Bohrer answered the questions on Legion Avenue that in December before <br />the turnover of the system to the City there was an alarm that went <br />off at the pump station. A sewer pumper was ordered out to inspect <br />the pump station. Since then the City has taken over the pump station <br />and the City is performing regular maintenance. Bohrer was only aware <br />of one resident having sewer backup because there was no power getting <br />to the pump and determined the problem was in the extension cord <br />wasn't working. Now, the contractor has turned the systems over and <br />began operation the latter part of December. This date starts the one <br />year guarantee period if anything goes wrong with any part of the <br />system the contractor comes back and repairs that at no charge. <br />Ed Gorman asked what is the general zoning for city -owned land --will <br />his property that was taken for the 201 Program be left as General <br />Business or Public. The staff will look into this. <br />Problem with the VBWD culvert --James Palecek <br />James Palecek reported he still had a water problem on 28th and Ivy <br />because of the freeze up of the VBWD culvert. He now has 80-90+ plus <br />trees under water. After the last council meeting the VBWD hired the <br />city maintenance crew to go out with a backhoe and open up a channel. <br />This was successful, the channel was opened up and the water was <br />starting to drain down. Over the weekend there was freezing at night <br />and thawing during the day so the culvert built up with ice and <br />plugged up. Mr. Palecek stated he has never had this problem before. <br />City Engineer Bohrer understood that the VBWD is planning on cleaning <br />out the whole channel. Assistant City Administrator Kueffner had <br />taked to Al Dornfeld and the VBWD is considering a project to <br />open/clean the ditches, but the project would not be discussed for a <br />couple of weeks. VBWD will have a special meeting Thursday to <br />consider some bids, and this could be brought up for a vote then. The <br />City Council directed Mary Kueffner to ask the VBWD to consider such a <br />project on the Thursday agenda. <br />6. Landfill Update <br />Todd Williams reported that he appeared before the Lakeland City <br />Council and they did pass a Resolution of support similar to other <br />
