LAKE ELMO CITY COUNCIL MINUTES MARCH 1, 1988 PAGE 10 <br />M/S/P Moe/Johnson - to formally approve the 1988 Budget per Finance <br />Director Banister's recommendations and revisions. (Motion carried <br />4-0). <br />E. Clerical help for City Office (Continuation) <br />Mayor Christ agreed the Staff needed help, but felt it was a temporary <br />situation until we get a new City Administrator and then review it at <br />that time. The Council recognizes the Fire Department needs help with <br />their paperwork. This position was not in the budget. <br />M/S/P Moe/Armstrong - to advertise for a temporary parttime help at <br />$5/Hr. for 3-4 months or until a City Administrator was hired. <br />(Motion carried 4-0). <br />F. Recommendation from Parks Dept. for donation to <br />Stillwater Athletic Field (Continuation) <br />John Hughes will ask the Lake Elmo Jaycees if they would be willing to <br />take out of their charitable gambling earnings to make a contribution <br />toward the Stillwater Athletic complex. This donation would be in <br />part of the City and the Lake Elmo Jaycees. The Council decided to <br />delay a recommendation until they hear from John Hughes. <br />G. Preparation for detachment hearing --Municipal Board <br />Mayor Christ expressed the problem he had with the boundary lines, a <br />possible landlocked parcel and he opposed the piecemeal annexation. <br />Christ also stated the City of Lake Elmo owns the sewer connection and <br />Oakdale doesn't have sewer capacity to support them. He felt the City <br />has been a good faith bargainer and it was very futile to suggest <br />annexation at this time because sewer, water had not been worked out. <br />Councilman Moe had a problem with giving up the tax monies in excess <br />of 10 grand. <br />Councilman Johnson didn't support annexation of any part of Section 32 <br />to Oakdale. Johnson suggested the City Attorney find legal ground <br />that would supportrthis position and draft it in a resolution. <br />M/S/P Johnson/Moe - to direct the City Attorney to draft a resolution <br />for opposing annexation(for submittal to the Municipal Board)for the <br />Council to review at the next meeting and to have the staff complete <br />the form requested. (Motion carried 4-0). <br />H. City Administrator Selection Process <br />The City Council chose six applicants out of the 13 finalists. Mary <br />Kueffner will call the six candidates to inform them that interviews <br />will be done on Saturday morning at City Hall from 9-12. <br />M/S/P Moe/Armstrong - to accept the voting of the six top applicants. <br />(Motion carried 4-0). <br />
