LAKE ELMO CITY COUNCIL MINUTES MARCH 1, 1988 PAGE 3 <br />City Councils. REAPP now has 12 resolutions from surrounding cities <br />and will continue to work to get more. They have also written to the <br />St. Paul City Council because their president has indicated an <br />interest in introducing a similar resolution. <br />The Environmental Protection sub -committee of the Senate passed an <br />amendment last Thursday to the Waste Manacj'Pnent Act to stop the <br />landfill siting process and to eliminate all the sites. This <br />amendment, along with other amendments to the Waste Management Act <br />will be considered in full -committee on Friday. A similar amendment <br />is in existence in the House, but REAPP is not sure what it states. <br />REAPP is submitting a resolution to Washington County requesting that <br />they pass this asking that the siting process be done. This <br />particular amendment repeals those sections of the original Waste <br />Management Act which deal with the requirements of the Met Council to <br />have an inventory of sites, deal with the original County siting <br />process and deal with the requirement that the County go through an <br />Environmental Impact Statement on all the sites. <br />REAPP had sent a letter to all the caucus convenors in Washington <br />County requesting them to pass resolutions stating that the landfill <br />should not be put in the park. <br />Steve Keefe attended the REAPP meeting on Sunday where he stated as <br />far as the Metro Council is concerned land use is a more important <br />consideration than an environmental concern for location of a <br />landfill. Todd added that he hoped Keefe was saying that the PCA is <br />supposed to look out for the environmental concerns first and if they <br />say that this site might be permittable, then the Metro Council would <br />apply its land use criteria. <br />Todd stated that REAPP fully supports the City Recycling Program and <br />complimented Mary Kueffner, Bruce Dunn and the City Council for <br />proceeding with this program. <br />In regard to not receiving Chuck Dayton's report on legal <br />alternatives, Todd expressed disappointment in the City Attorney not <br />following the City Council's direction. Councilman Johnson read from <br />the Council minutes that City Attorney Knaak was to meet with Chuck <br />Dayton and he would like to ,see this item put on the next Council <br />agenda as an update. <br />M/S/P Johnson/Moe - to direct the City Attorney to speak at the March <br />15th Council meeting on the matter of what legal course of action the <br />City should be taking at this time and the possibillty on winning of <br />such action. (Motion carried 4-0). <br />A. Correspondence from City of Corcoran <br />The City received a letter from Bob Derus, City Clerk/Administrator <br />from Corcoran, Minnesota soliciting help in his efforts to terminate <br />the Sanitary Landfill process. Dan Novak felt R.E.A.P.P. was <br />responding to the request by testifying in support of the Dahl <br />amendment. <br />7. CITY ENGINEER'S REPORT <br />
