LAKE ELMO CITY COUNCIL MINUTES MARCH 1, 1988 PACE 5 <br />ordinance is to charge the users of those offsite and collector <br />systems for those operations and maintenance costs. This ordinance <br />defines what maintenance is to be done by the homeowner and by the <br />City. This ordinance would also establish the method of apportioning <br />out the maintenance charge. The proposal is to proportion the <br />maintenance charge on the basis of sewage flow. <br />The Sewer Service Charge System document tablulates the number of <br />connections that are going to be on the offsite/collector systems. An <br />average residence discharges between 230-250 gallons per day, <br />therefore 250 gallons a day were picked as an "equivalent residential <br />use". <br />Operation, Maintenance, and Replacement costs for one year were <br />predicted for the systems as follows: <br />1. Utilities 35.00 <br />2. Replacement $360.00 <br />(1st year covered under warrantee) <br />3. Labor $2,925.00 <br />(One man, 3 Hours per week, 52 weeks @$17/Hr.) <br />4. Equipment & Site Maint. $1,000.00 <br />FIRST YEARS TOTAL $3,960.00 (divided by 41--the total <br />number of equivalent residential connections) _ $96.59 + 10% <br />contingencies = $115.00/Yr. + $5 for clerical costs. <br />Estimated Operation, Maintenance & Replacement Costs for the First <br />Year would be $120 per residential connection. ($30 per unit <br />quarterly). <br />Mike Severin objected to the charge saying it was too high just to mow <br />the mound and stated he wasn't ever notified of such a maintenance <br />sewer charge. Bohrer explained that in the notification of the public <br />hearing in 1981 it was mentioned that there would be an operation and <br />maintenance charge. (In 1981 it was estimated to be $25 per system <br />and in 1982 estimated $35 per system). <br />Rich Keller, representing Elmo View Townhomes, stated that when City <br />Engineer Bohrer talked to them about the 201 Project one of the <br />residents asked him if there would be a charge for the 201 systems and <br />Larry answered there would be a charge for installation.
