LAKE ELMO CITY COUNCIL MINUTES MARCH 1, 1988 PAGE 6 <br />M/S/P Moe .Johnson - to adopt Ordinance No. 8012 amending Section 701 <br />and 702 o the Lake Elmo Municipal Code as revised per Larry Bohrer's <br />letter dated February 25th and to include changes made at the public <br />( hearing. (Motion carried 4-0). <br />M/S/P Johnson/Moe - to adopt Ordinance No. 8013 establishing Section <br />707--"Wastewater Service Charge" of the Lake Elmo Municipal Code. <br />(Motion carried 4-0). <br />M/S/P Johnson/Moe - to adopt Ordinance No. 8014 establishing "Sewer <br />Service Charge System for the City of Lake Elmo dated January 1988". <br />(Motion carried 4-0). <br />B. Continuation of Discussion on a City-wide Reporting Card <br />System. <br />At the last meeting the City Council discussed the possible <br />implementation of a city-wide Reporting Card System. The intention of <br />the Reporting Card System is to put more teeth into this ordinance by <br />requiring that licensed pumpers make this inspection, fill out the <br />card and return it to the City. The City Council called a public <br />hearing for March 15 to consider this amendment. <br />A meeting has been set with the City Staff and the licensed septic <br />pumpers for Wednesday, 3-2-88, to get their input on how they feel <br />this reporting card system would work the best. To be able to have <br />this information available, a public hearing will be set for April <br />5th. <br />M/S/P Johnson/Moe - to rescind the motion of the 2-16-88 meeting to <br />call a public hearing for an ordinance change to include the <br />broadening of the reporting card septic system city-wide to a public <br />hearing date of April 5th, 1988. (Motion carried 4-0). <br />C. 47th St. Right -of -Way Appraisal <br />At the public hearing for the 47-th Street Improvements, City Engineer <br />Bohrer advised the Council that additional right-of-way would have to <br />be obtained from Gilbert Sullwold in order to shift the road to the <br />the north to avoid trees. On February 2, 1988 the council authorized <br />Bill Schwab of Penfield, Inc. to perform the land appraisal for 0.47 <br />acres. On February 12, 1988 Mr. Schwab met with Mr. Sullwold and <br />viewed the property. <br />City Engineer Bohrer recommended that the Council authorize the City <br />staff to offer Mr. Sullwold the appraised amount of $3100. Land costs <br />and appraisal are eligible for State Aid reeimbursement. <br />M/S/P Moe/Armstrong - to authorize the city staff to offer Mr. Gilbert <br />Sullwold the appraised amount of $3100 for 0.5 acres. (Motion carried <br />4-0). <br />D. Review Pre -assessment Role for 201 Project <br />City Engineer Bohrer explained the costs associated with the 201 <br />Project cost of Construction, Engineering, Land, Administration, <br />
