LAKE ELMO CITY COUNCIL MINUTES mn-- APRIL 5, 1988 Mayor Arlyn Christ called the City Council meeting to order at 7:02 p.m. in the City Council chambers. Present: Christ, Johnson, Armstrong, Graves, Moe (arrived 7:05), City Engineer Bohrer and Acting City Administrator Kueffner. 1. Agenda Add: Add: 4. Public Inquiries, 6F. Water System Alarms, 7H(a) Letter from United Way, 7H(b) Planning Commission on Section 32 M/S/P Graves/Armstrong - to approve the April 5, 1988 City Council agenda as amended. (Motion carri;.e`H 4-0) 2. Minutes: March 15, 1988 M/S/P Graves/Johnson - to approve the March 15, 1988 City Council minutes as amended. (Motion carried 5-0). 3. Claims The Council asked the staff to check on Claim #90081 Action Rental-Maint. Dept -Watershed if it would be a pass-thru charge. M/S/P Johnson/Graves - to approve the April 5, 1988 Claims #90045 thru #90105 as presented. (Motion carried 5-0). 4. Public Inquiries There were no public inquiries. 4. Landfill Update A. Todd Williams/Dan Novak Todd Williams reminded the Council of the REAPP benefit dance performance on Friday. Todd reported that the companion bill was passed out of the House without the landfill siting process stopping amendment on it. If the Senate passes it with the amendment, it will have to go to the Conference Committee for resolving that difference. The amendment (to stop the landfill siting process) went through an informal non -binding consensus type hearing which was defeated by a vote of 8 to 6. Because it did not receive overwhelming support at this informal meeting, Rep. Nelson decided not to add this amendment to this bill in the House: There will be a workshop on Tuesday morning at the County Board meeting. The workshop will be for the Board to consider final amendments to the scoping document for the EIS. At this meeting they will review the recommendations of the County Health Dept. based on the public meeting that was held.
