LAKE ELMO CITY COUNCIL MINUTES APRIL 5, 1988 PAGE 2 <br />Todd expressed that REAPP wholeheartedly supports the establishing of <br />a Solid Waste Board. <br />B. Letter from Charles Dayton <br />Acting City Administrator Kueffner has sent a letter to Attorney <br />Dayton asking him for a beakdown on his bill, but has not received a <br />response. <br />The Council decided to keep this at an administrative level and put <br />this item on the claims at the next meeting to discuss it further. <br />C. Lake Elmo Solid Waste Board <br />Mary Kueffner reported that the time had come to officially appoint a <br />Lake Elmo Solid Waste Advisory Board to make our recycling efforts <br />work. This Board should consist of residents truly interested in <br />making our program work. Mary suggested Bruce Dunn to head this <br />committee because he has been the force behind getting this program <br />(and our compost program) off the ground. Also, Bruce has recently <br />been reappointed to a third 2-year term on the Washington County Solid <br />Waste Advisory Board. The Commission should be limited to 5 to 7 <br />members and residents selected from areas throughout the City. <br />Councilman Graves asked what the Commission's objectives would be. <br />Bruce Dunn responded they would be following -up on the composting and <br />recycling programs. Bruce felt if we don't pay full attention to <br />these programs on an on -going basis they will tend to die. <br />M/S/P Graves/Johnson - to establish a Lake Elmo Solid Waste Advisory <br />Commission consisting of 5 to 7 members, to appoint Bruce Dunn as <br />Coordinator/Chairman of the Commission, and to advertise in the City <br />Newsletter to obtain residents from all areas of the City to sit on <br />this Commission. (Motion carried 5-0). <br />5. PUBLIC HEARINGS: <br />A. Variance for height of single family dwelling in <br />R1 zoning district at 5260 Hilltop. <br />Applicant: Al & Susy Williams/Mastro Const. <br />Mayor Arlyn Christ opened up the public hearing at 7:30 p.m. in the <br />City Council chambers. <br />Adjacent propertyowners were notified and there was no one to speak <br />for or against the variance request. <br />Al & Susy Williams are requesting a variance to the maximum building <br />height of 35 feet for a single family residential unit. The <br />applicants wish to build a home that is 40 feet in height on Lot 3, <br />Block 1, DeMontreville Highland Second Addition. <br />Frank Mastro, Mastro Construction, asked for a 5' variance for this <br />home (85x60) to be built because it would be impossible to build this <br />
