Vit <br />ad 6 2210 <br />LAKE ELMO CITY COUNCIL MINUTES <br />MAY 17, 1988 <br />Mayor Arlyn Christ called the City Council meeting to order at 8:01 <br />p.m. in the City Council chambers. Present: Christ, Johnson, <br />Armstrong, Graves, Moe (arrived 9:00), City Engineer Bohrer and City <br />Administrator Morrison. <br />OATH OF OFFICE FOR CITY ADMINISTRATOR PATRICIA MORRISON <br />1. Agenda <br />Add: 3B. Landfill Update, 6B. MSA Designation for 43rd and Kimbro <br />Avenue, 9A. Compensation to Mary Kueffner <br />M/S/P Graves/Armstrong - to approve the City Council meeting agenda as <br />amended. (Motion carried 4-0). <br />2. Minutes: May 3, 1988 <br />M/S/P Graves/Johnson - to approve the May 3, 1988 City Council meeting <br />minutes as amended; contingent on Item #8 One Percent Rule being <br />approved by City Engineer Larry Bohrer. (See Item 45 Landfill Update) <br />(Motion carried 3-0-1<Christ>). <br />3. Claims <br />M/S/P Graves/Armstrong - to approve the May 17, 1988 claims 090223 <br />thru #90299 with the deletion of Claim #90247 Allied Blacktop $357. <br />(Motion carried 4-0). <br />B. Landfill Update <br />Todd Williams reported that REAPP will be trying, for the third time, <br />to get all of their issues accepted by the County Board for inclusion <br />in the Seeping Document. These efforts consist of writing out <br />arguments and sending them to all the Commissioners ahead of the final <br />meeting sometime in January. REAPP requested that City Administrator <br />Pat Morrison be present at the first County Board meeting in June in <br />order to get involved with the discussion. <br />REAPP will have a booth at the County Fair and asked the City Council <br />to think about what kind of displays they would like to see. <br />Signatures will be solicited on the County Board petition asking them <br />not to break the covenants. REAPP will try to avoid the possibility <br />of duplicate signatures. <br />4. PUBLIC HEARING: Request for variance to size of accessory <br />structure in Rural Residential zoning district. <br />Applicant: Marl, Hatherly/Janet Keyes <br />Mayor Christ called the public hearing at 8:18 p.m. in the City <br />Council chambers. <br />
