MIN N ESOTA 56101-1893 <br />612/292 44W <br />FA%612/292 W83 <br />July 14, 1988 <br />Honorable Mayor and City Council <br />Lake Elmo, Minnesota <br />Re: Walkway/Bikeway Alternatives <br />43rd and Kimbro <br />Lake Elmo, Minnesota <br />Commission No. 9150-008 <br />Dear Mayor and Council: <br />At the public hearing for the improvement of 43rd Street and Kimbro Avenue, <br />several questions arose as to alternatives available for a walkway/bikeway. <br />The following is our report: <br />In 1983, the Minnesota Department of Transportation published a Bikeway <br />Design Manual. This manual was intended to provide design guidelines as <br />well as funding guidelines. At one time, blkeways were specially funded. <br />Any reference to funding in the guidelines is not applicable to Lake Elmo's <br />situation., <br />The original proposal for 43rd and Kimbro was to pave two — 12T wide <br />driving Lanes with 41 wide gravel shoulders on each side. The present <br />traffic is 200 vehicles per day. This traffic is projected to increase to <br />400 vehicles per day over the next 20 years. <br />Referring to the attached Design Chart, a two way undivided rural road with <br />121 wide traffic lanes and 4" wide unpaved shoulders has a 1/good" rating <br />for suitability of the road for bicycle travel up to 453 vehicles per day <br />and a "fair" rating up to 750 vehicles per day. if the City were asking <br />for special bikeway funding, road sections currently rated "good" or "fair" <br />would not be eligible for shoulder or off —road construction. Off —road <br />designs would only be considered if shoulders could not be upgraded to <br />"good" or 11fai r" status. <br />Based on the MnDOT Design Manual, we make the following recommendations: <br />1. Keep the road design as proposed with 41' wide gravel shoulders. <br />Current design manual indicates this is good for at least up to 450 <br />vehicles per day. Bicycle travel should be in the same direction as <br />traffic, according to Minnesota rules. Bicycles will probably ride on <br />the pavement until a vehicle approaches and then move off to the <br />shoulder. <br />
