If the Council feels gravel shoulders are not acceptable, then the <br />next alternative would be to pave both shoulders 41 wide. Two-way <br />bicycle traffic on one shoulder would not be allowed. We recommend <br />staying with 41 wide shoulders because of continuity with other <br />streets to the west that have already been constructed. <br />3. If 41 wide paved shoulders are not acceptable, then the next <br />alternative would be to pave both shoulders 6? wide. Anything over 61 <br />wide shoulders would probably require more right-of-way beyond the 661 <br />wide minimum. <br />4. A separate walkway/bikeway is not recommended. Traffic counts would <br />not warrant it. Additional right-of-way would be required. Special <br />maintenance would be required. The eastern terminus at Lake Elmo <br />Avenue is gravel shoulders.
