LAKE ELMO CITY COUNCIL MINUTES 1 JULY 19, 1988 Mayor Arlyn Christ called the City Council meeting to order at 7:00 p.m. in the City Council chambers. Present: Christ, Johnson, Armstrong (arrived 7:15 p.m.), Graves, Moe, City Engineer Bohrer, City Attorney Knaak and City Administrator Morrison. 1. AGENDA M/S/P Graves/Moe - to approve the July 19, 1988 City Council agenda as presented. (Motion carried 4-0) 2. MINUTES: June 21, 1.988 M/S/P Graves/Moe - to approve the June 2.1, 1988 City Council minutes as presented. (Motion carried 3-0-1<Abstain: Christ>). 3. CLAIMS City Attorney Knaak advised the Council against paying claim #90508 because he felt the County should forgive the real estate taxes as itt was not the City's obligation to pay the taxes; it was between the County and the landowners. In the meantime the City is being charged 8 percent interest. Attorney Knaak will follow up on this and report back to the Council. M/S/P Graves/Moe - to approve the July 19, 1988 Claims #90449 thru #90555; excluding #90508. (Motion carried 4-0). 4. PUBLIC INQUIRIES There were no public inquiries. 5. PLANNING/LAND USE/ZONING A. LARGE LOT SUBDIVISION: 11890 RESOLUTI IVISION The Planning Commission, at its meeting of June 17 by a vote to 6-0, unanimously recommended Council approval of the Large Lot Subdivision. Will Turnbladh is requesting a subdivision to provide a 11.5 acre lot for his son. Councilman Johnson voiced the concern he had with common driveways. Will Turnlbladh, Jr. responded that there was an easement recorded in the deed and that it was not economically feasible for them to put in a driveway now, but plans a driveway off 50th St. in the future. M/S/P Graves/Moe - to adopt Resolution 88-31 granting a large lot subdivision to Will and Mary Turnbladh; contingent upon applicants paying a park dedication fee of $250 for the newly created lot. (Motion carried 5-0).
