PRELIMINARY PLAT; BROOKMAN 3RD ADDITION <br />LAKE ELMO BUSINESS PARK COMPANY <br />The Planning Commission at their July 11th meeting recommended <br />approval of the Preliminary Plat for Brookman 3rd Addition. <br />City Engineer Bohrer discussed the practicality of the 67% density <br />computations versus the 20% density requirement as currently required <br />by the code with the November 1987 Code Amendment. The Council had to <br />decide on what amount of impervious surface should the pond size be <br />calculated on. When the pond was designed for the 1st Addition, <br />engineering calculations were made and determined that the maximum <br />amount of impervious surface was 67% of each lot. When the 3rd <br />Addition ponding was calculated, the City Engineer used the same <br />ratio. If this addition is required to meet 20%, then the pond is <br />more than sufficient in size for drainage. <br />Councilwoman Armstrong stated that the 67% was not grandfathered in <br />and would be looked at with the present code of 20% impervious surface <br />coverage on each lot. She would also like to have more vegetation to <br />bufferthis development- from the RR land next to it. In regard to the <br />water system, Bohrer stated they would use the present water tower and <br />advised that the water main on 39th St. & Layton Avenue was sufficient <br />for the 3rd Addition. <br />The consensus of the Council was 20% coverage was too low and <br />suggested the Commission should review the ordinance. <br />M/S/P Graves/Moe - to approve the Preliminary Plat of Brookman 3rd <br />Addition based on our existing (20%) General Business Code of. November <br />1987. (Motion carried 5-0). <br />M/S/P Johnson/Moe - to direct the Planning Commission to look at the <br />density computations (35%-50%) versus the 20% density requirements as <br />currently required by the General Business code under different <br />conditions. (Motion carried 5-0). <br />C. PRELIMINARY PLAT: F.J. CROMBIE, 2ND ADDITION, <br />8014/8120 DEMONTREVILLE TRAIL, BRIAN/VERONICA CROMBIE <br />Brian and Veronica Crombie have made application for a preliminary <br />plat for F.J.Crombie Estates 2nd Addition, a subdivision of a 23.9 <br />acre tract into eleven lots. The application also requests a variance <br />from ponding/drainage requirements and a variance for the length of he <br />cul-de-sac (830' vs. City Code standard of 800'). <br />The concerns addressed by the Planning Commission were: 1.) <br />ponding/drainage, 2.) preservation of trees and site amenities, 3.) <br />outlot designations, and 4.) soil erosion control. The Commission, at <br />their July 11th meeting, recommended approval of the Preliminary Plat <br />with several conditions and recommended the Council consider a 24' <br />wide roadway rather than the standard 32' wide street. <br />
