Present: Christ, Johnson, <br />Armstrong, Graves, City Engineer Bohrer and City Administrator <br />Morrison. Absent: Councilman Moe <br />1. Agenda <br />M/S/P Graves/Johnson - to approve the August 2, 1988 City Council <br />agenda as presented. (Motion carried 4-0). <br />2. Minutes: July 19, 1988 <br />M/S/P Johnson/Graves - to approve the July 19, 1988 City Council <br />minutes as amended. (Motion carried 4-0). <br />3. Claims <br />M/S/P Armstrong/Graves - to approve the August 2, 1.988 Claims #90556 <br />thru #90626 as presented. (Motion carried 4--0). <br />4. Public Inquiries <br />There were no public inquiries. <br />5. Status Report: Proposed Lake Elmo Regional Park Landfill -- <br />Dan Novak <br />Dan Novak advised the Council that REAPP would be out in force at the <br />County Board on August 16th to argue for inclusion of the remaining <br />final issues in the scoping decision. REAPP requested support from <br />the City Administrator and legal council at this meeting. <br />M/S/P Armstrong/Graves - to designate the City Administrator as <br />coordinator of activities relating to the proposed Lake Elmo Regional <br />Park landfill, and further, that the Administrator and Councilman <br />Johnson act as overseers of all expenditures attributed to legal costs <br />of the Dayton law firm. (Motion carried 4-0). <br />REAPP will staff a booth at the Washington County Fair for the purpose <br />of educating county residents and securing signatures on a petition. <br />This year they will make a county campaign issue by circulating <br />literature identifying the positions of all incumbents and challengers <br />for the Board of Commissioners. <br />REAPP had been working on a third action item with Attorney Dayton <br />which was to provide us with legal strategy and its cost. Dan, <br />Attorney Ellen Sampson, City Attorney Knaak and City Administrator <br />Morrison have met to discuss the legal strategy and its cost. As a <br />result of the meeting, they have found that they cannot reasonably <br />expect Mr. Dayton to predict costs prior to knowledge of on -going <br />
