LAKE ELMO CITY COUNCIL MINUTES AUGUST 2, 1988 PAGE 2 <br />activities. REAPP was satisfied that this third action is now closed <br />down. <br />A copy of the contract, engaging the law firm of Leonard, Street and <br />Dei.nard, to represent it with regard to the potential siting of a <br />landfill in the Lake Elmo Regional Park Reserve, was provided for the <br />Council's information. <br />The Council directed the City Administrator and City Attorney to <br />review the proposed contract for approval at the August 16th meeting <br />and further directed that terminology be incorporated into the <br />contract which would effectively funnel all activities, with this law <br />firm, through the City Administrator's office. <br />6. PLANNING/LAND USE/ZONING <br />A. PRELIMINARY PLAT: F.J. CROMBIE, 2ND ADDITION <br />(Continued from 7-19-88) <br />M/S/P Graves/Johnson -• to remove off the table consideration of the <br />Preliminaray Plat for F.J. Crombie, 2nd Addition. (Motion carried <br />4-0). <br />John Stibbe, Attorney at Law, provided a letter informing the Council <br />of the status of the purchase by Brian Crombie of Veronica M. <br />Crombie's homestead and surrounding property in Lake Elmo. The <br />closing on that property has taken place and Veronica executed and <br />delivered a warranty deed to Brian and Kathleen Crombie. The warranty <br />deed has been recorded at the Washington County Register of Titles <br />office and the property is therefore indefeasibly vested in Brian and <br />Kathleen Crombie. <br />City Engineer Bohrer reported that the VBWD Board of Managers have not <br />taken action on this plat. The_VBWD recommendations were included in <br />Bohrer's review, dated July 29, 1988. <br />Bohrer advised the Council that he had no problem with the variance of <br />street width to 24 feet based on the traffic flow standpoint. Based <br />on the width of the street, he recommended restricting parking to no <br />more than one side. If there is concern about people launching their <br />boats at the public access, he recommended no parking on both sides. <br />Bruce Folz requested "no parking" be placed on both sides of the <br />street. The Council felt the existence of the number of trees of <br />substantial size would justify the variance to 24' from the required <br />32' road width. <br />In Larry Bousquet's letter dated July 21, 1988, he requested eighty <br />feet of right-of-way be dedicated through the area of the plat where <br />sixty-six feet of right-of-way has been sufficient in the past. <br />Bohrer felt that any improvements that could be made to DeMontrevill.e <br />Trail could be made within 66 feet. <br />In regard to the length of the cul-de-sac, Folz explained if you use <br />the definition of the cul-de-sac starting at the shoulder, it would be <br />less than 800 feet.
