CITY OF <br />LAKE <br />ELMO <br />City of Lake Elmo <br />September 9, 1988 <br />TO: Mayor & City Council <br />777-5510 <br />3800 Laverne Avenue North / Lake Elmo, Minnesota 55042 <br />FROM: Pat Morrison, City Administrator <br />SUBJECT: Informational Memo <br />Budget Workshop Information: As per your request, Marilyn has prepared <br />information as to our 1989 levy limit, mill rate and existing operational <br />reserve. <br />Marilyn will be prepared to discuss the current and projected expenditures <br />and revenue; I will be prepared to discuss capital outlay and salaries; <br />and, together, we will try to answer any questions you may have either <br />before, or at, the workshop. <br />T.H. 5, No Parking: I received a complaint/concern from a resident <br />relative to the safety hazard for persons attempting to get on to T.H. 5, <br />from Lake Elmo Avenue, when large trucks are parked in front of Lake Elmo <br />Oil. <br />I have discussed this with a traffic representative, of MnDOT, and <br />requested they conduct a study to determine need for no -parking on the <br />south side of the road, in this general area. <br />He has advised me that, after review, they agree it is an unsafe <br />situation, and has advised he will start the process to post as <br />no -parking: <br />so. side of T.H.5 from Lake Elmo Avenue., westerly to <br />the entrance of White Hat, plus one no -parking sign to <br />be posted just east of Lake Elmo Avenue, on the south <br />side of T.H. 5. <br />If you have any concerns about this no -parking zone, please let me know. <br />Recycling: September's recycling participation rates: <br />31% - north section of City <br />21% - south section of City, with Cimarron at 7%. <br />Mary is working with Teddie Carlson, of the Solid Waste Committee, to <br />prepare a phamplet on our solid waste abatement program, which will also <br />include some history of the City. We hope to distribute, by direct bulk <br />mailing, the phamplets before the end of this year. The County will pay <br />for the mailing and costs of the booklet will come out of our grant monies <br />for advertising. We also are working with Commissioner, Russ Larkin and <br />Washington County Public Works staff in an effort to have Washington <br />County make available recycling containers for Lake Elmo residents. <br />
