LAKE ELMO CITY COUNCIL MINUTES <br />SEPTEMBER 6, 1988 <br />r tiia <br />l71t:'J1 r, <br />Acting -Mayor Armstrong called the City Council meeting to order at <br />7:00 p.m. in the City Council chambers. Present: Armstrong, Johnson, <br />Graves, Moe, City Engineer Bohrer, City Attorney Knaak and City <br />Administrator Morrison. Absent: Mayor Christ. <br />1. AGENDA <br />M/S/P Graves/Moe - to approve the September 6, 1988 City Council <br />agenda as presented. (Motion carried 4-0). <br />2. MINUTES: August 16, 1988 <br />M/S/P Johnson/Moe - to approve the August 16, 1988 City Council <br />minutes as amended. (See Page 4, Impervious Surface Coverage). (Motion <br />carried 3-0-1<Abstain: Graves>). <br />3. CLAIMS <br />M/S/P Moe/Graves - to approve the September 6, 1988 claims #90687 thru <br />#90755 as presented. (Motion carried 4-0). <br />4. PUBLIC INQUIRIES <br />There were no public inquiries. <br />5. REAPP UPDATE <br />Todd Williams reported that they appeared before the County Board on <br />August 2.3rd with their input for cohxsideration in the scoping <br />decision. The decision on adopting the scoping decision was postponed <br />until September 20th. The Board requested Attorney Dayton, who <br />represented the City, submit additional written documentation <br />regarding his comments about inclusional alternatives and the public <br />trust doctrine <br />Councilman Johnson commented that since the County Commissioners <br />requested that Attorney Dayton follow-up with documentation, is there <br />a chance that the County Commissioners pay for this. Todd responded <br />that we could try, but unfortunately we are the ones that are trying <br />to convince them of something. <br />At Councilman Johnson's request, Administrator Morrison has asked for <br />clarification on a bill of $1700+ for the August 23rd meeting by the <br />Dayton firm. The Council had put a cap of $700 for this meeting and <br />informed the Dayton firm of such cap. Ellen Sampson told Morrison <br />that she had not seen the bill and requested, before it is presented <br />to Council, that she have an opporruntiy to look at it. <br />Todd has sent to Ellen Sampson, Dayton's representative, a history of <br />the landfill siting process in Washington County in order to find out <br />the history of the other sites. Todd was not sure what additional cost <br />
