REAPP would be <br />willing to help pay for this additional input into the scoping <br />process. <br />6. PLANNING/LAND USE/ZONING <br />A. SHORELAND PERMIT (FILL) <br />Jim Douglas, 8001 50th St. <br />Jim Douglas, recent owner of the home at 8001 50th St., is asking the <br />City's permission to fill (approx. 80 cu.yd.) in a wet, low area. in <br />the right-of-way in front of his house and divert the water, that has <br />been ponding, directly to the lake. The DNR had no objections to this <br />shoreland permit request. <br />In addition, Mr. Douglas would like to take out some of the existing <br />trees off the City's property and plant some pine trees. With <br />addition of this fill, Mr. Douglas feels he is improving the land <br />because it is a ditch now with weeds and tires and junk being dumped <br />in there. <br />City Administrator Morrison, City Engineer Bohrer, Building Official <br />McNamara examined the site because Mr. Douglas is asking to put the <br />fill in the City right-of-way. As a result of the visit, Bohrer <br />recommended that a culvert should be installed under the driveway, in <br />conjunction with the filling, as the Driveway is higher than the <br />ground on either side. With snow melt and heavy rains, water <br />accumulates because it cannot get to Lake Olson which is the natural <br />direction. Because it is a brushy area, it has been used by other <br />people for throwing off trash, tire and concrete chunks causing it to <br />be an unsitely dumping ground. Bohrer contended that this filling is <br />reasonable because we don't need the right-of-way for anything other <br />than drainage purposes. This area is in the shoreland area, but its <br />need for storage in a very high flood condition is negligible. <br />City Engineer Bohrer commented that the right of -way that passes Mr. <br />Douglas' property is 80 feet wide. The travelway is on the very <br />northerly edge of the r-o-w, therefore, from the south edge of the <br />blacktop there 4.s about 50 feet of r-o-w set aside. <br />Councilman Johnson visited the site and suggested the City staff work <br />with Mr. Douglas to identify what trees should be saved and remove the <br />scrub trees, and, limit the fill so there would not be a tree loss. <br />Being this is City property, the entire City has a vested interest in <br />this property and it would only be reasonable to work out a plan with <br />the City staffs Johnson stated, <br />Councilman Moe has received telephone calls voicing objection to <br />removal of the trees on the City property. Moe would not be adverse to <br />Douglas planting pine trees. <br />When Councilwoman Armstrong drove through the area she saw many trees <br />overhanging on the road at that point, but at the neighbor's yard <br />there are not any trees.
