CITY OF <br />LAKE <br />ELMO <br />City of Lake Elmo 777-5510 <br />3800 Laverne Avenue North / Lake Elmo, Minnesota 55042 <br />September 1, 1988 <br />TO: Committee for RE Ordinance <br />Council members, Rose Armstrong, Chuck Graves <br />Planning Commission members, Ann Bucheck, Lee Hunt <br />FROM: Pat Morrison, City Administrator <br />REMINDER <br />Meeting Date: Thursday, September 8th <br />Time: 11:30 a.m. <br />Place: City Hall <br />Enclosed, for your review, is a draft of the RE Ordinance, resulting from <br />the August 4th Committee meeting. Please note that I have redrafted the <br />format of Section C.3)(a)&(b); I believe I have incorporated the intent of <br />the Committee. This was arrived at after discussion with Larry Bohrer. I <br />have also included provisions for submission of a Grading Plan and Erosion <br />Control Plan (both subject to your review). <br />The Planning Commission, at their workshop meeting of July 25th, discussed <br />this Ordinance; a copy of those minutes is enclosed. <br />---For Your Consideration -- <br />I would like to propose that, at our September 8th meeting, we concentrate <br />on: <br />(1) areas in the City eligible for coverage of the RE floating zone, <br />together with a defensible statement of the ratonale for this <br />coverage; <br />(2) an appropriate and legal method for limiting RE development on <br />a calendar year basis; <br />(3) methodology for allocation of RE density, i.e., how many parcels <br />allowed at 2 1/2 acre density and how many at 5 acre density; <br />(4) allowance of a horse on 5 acre parcel; <br />(5) Lee's landscaping and open space provision. <br />cc: Mayor & Council <br />Steve DeLapp, PZ Chairman <br />Mary Kueffner, Deputy Clerk <br />
