LAKE ELMO CITY COUNCIL MINUTES OCTOBER 18, 1988 PAGE 6 <br />B. 1988/89 Contract for Services: <br />Voto, Tautges, Redpath & Co., Ltd. <br />For Council's approval, Voto, Tautges, Redpath & Co., Ltd presented <br />their standard Agreement for Auditing/Accounting Services for <br />1988/1989. This contract is similar to last years's contract except <br />for rate changes necessitated by general economic factors. Rates have <br />increased an average of 5%. <br />Councilwoman Armstrong asked for an update on how many of the <br />Auditor's recommendations have been completed. <br />M/S/P Moe/Graves -• to approve the Agreement for Auditing/Accounting <br />Services for 1988/1989 with Voto, Tautges, Redpath & Co., Ltd. and the <br />City of Lake Elmo, as presented. (Motion carried 5-0). <br />C. Status on the VBWD Report on the Downs Lake Area <br />City Administrator Morrison reported that Al Dornfeld, VBWD, stated <br />the study on Legion Pond was much more complex than anticipated. Barr <br />Engineering has more work to do, but felt a report will be ready next <br />month. Morrison has contacted Mr. Dornfeld on the problem of blockage <br />at Jim Palecek's property (28th St. and Jamley). Dornfeld will check <br />on the status of the work that needs to be done and report back. <br />D. Newsletter <br />Councilwoman Armstrong commented on the amount of staff time and <br />effort City employee, Mary Kueffner had spent on the Landfill <br />Informational Brochure and time spent writing the City's Newsletter. <br />Armstrong voiced her concern on the amount of staff time used for <br />editing this Newsletter and suggested they look for alternatives <br />rather than have this done in-house. <br />City Administrator Morrison commented that she did not think the city <br />would get the quality, nor the degree of the information distributed, <br />if the Newsletter was sent outside. The Newsletter is well written <br />because of the staff's interest. Mary has received some negative <br />comments on the content of the Newsletter, but Morrison has not <br />received comments on content, but only concerns on distribution. The <br />Newsletter could be put out quarterly rather than monthly, which would <br />save staff time. <br />The Council would like the Newsletter distributed as frequently as <br />feasible, but if it is taking more staff time than they can handle, <br />this should be reviewed. <br />M/S/P Graves/Moe - to direct the City Administrator to formulate a <br />plan for the Newsletter; including frequency and distribution by mail, <br />and come back to the Council with a recommendation. (Motion carried <br />5-0). <br />M/S/P Moe/Graves - to adjourn the City Council meeting at 10:23 p.m. <br />(Motion carried 5-0). <br />
