City of Lake Elmo <br />December 30, 1988 <br />TO: Mayor and Council <br />777-5510 <br />3800 Laverne Avenue North / Lake Elmo, Minnesota 55042 <br />FROM: Pat Morrison, City Administrator <br />RE: Informational Memo <br />LANDFILL,LERP: <br />1) Donahue and Assoc. has informed us that starting January <br />3rd they will start drilling for the monitoring wells at <br />the Regional Park (between 32-34 wells around the perimeter <br />of the site). They anticipate drilling to go on for up to <br />two months. The wells will remain in place for up to two <br />years (unless the landfill becomes a reality, in which case <br />the wells will remain on site as long as the landfill exists) <br />They, of course, will need to get the various Agencies <br />approval before the wells are taken out. <br />Donahue will also be conducting soil borings starting in <br />January. <br />2) The Request for Qualifications was prepared, and a draft sent <br />to you as well as ReApp. ReApp had,some recommended changes, <br />which will be incorporated into the RFQ. I have on file the <br />list of engineering firms submitted by Dayton and Washington <br />County. As soon as we receive the list of suggested firms <br />from ReApp, the RFQ will be mailed. <br />DOWN'S LAKE STUDY: <br />The consideration of the VBWD's Downs Lake Study will be on the <br />Council's Februar;7 7th Agenda. Mr. Dornfeld had suggested this <br />date to allow for review of applicability of their floodproofing <br />program to two affected homes in this area, <br />The updated Report was forwarded to you earlier; if you should <br />have any questions about it, please don't hesitate to call Larry <br />Bohrer(who is currently reviewing it), or Al Dornfeld directly. <br />It is my understanding, from residents at the VBWD Hearing, that <br />they are not satisfied that the Study addresses the alleged problem. <br />Although I was not here at the time, it is my understanding that <br />the proposed subdivision of Packard Park Third Addition.was <br />continued until such time as this Study was done. Therefore, <br />dependent upon Council action on the 7th, we should determine if <br />it's appropriate to start processing this matter again. <br />
