LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 21, 1989 PAGE 10 <br />At the next Council meeting, the City Engineer will have completed <br />plans and specifications. A resolution will be submitted for Council <br />approval and submitted to the state aid division for their review and <br />approval and proceed on with the bidding phase. <br />C. Utility Permit; Lake Leann Lake Level <br />Lake Leann is the name the residents of Block 1, Foxfire Estates have <br />given to the pond which abutts their back yards. Lake Leann is <br />totally contained on the platted lots. The pond has nearly dried up <br />because of the drought and the adjoining property owners find that <br />their property values have decreased because of this condition and <br />have proposed to construct a private 100 gpM well on private <br />proprty to pump into the lake to initially refill it and then maintain <br />the level thereafter, but the propertyowners would like to connect the <br />well discharge pipe to a city owned 18" reinforced concrete storm <br />sewer pipe located in a drainage easement between Lots 10 and 11, <br />block 1. The well water would then run down the storm sewer pipe into <br />Lake Leann. A.utility permit is required to connect to a City utility. <br />The propertyowners have already received a permit from the VBWD for <br />the work. A DNR permit has been applied for but is pending. <br />Bohrer had no problem with connecting this well into the city <br />stormsewer with the listed conditions in his letter dated 2/15/89 <br />imposed upon that connection. <br />Councilman Williams had no problem with the concept, but had a concern <br />on the manual shuftoff when Mr. Johnson should sell his house. <br />M/S/P Graves/Williams - to approve a utility permit for Mike Johnson <br />to connect to the city storm sewer for the Lake Leann Augmentation <br />Project for pumping up to 1 million gallons before DNR approval is <br />necessary; contingent on the six conditions stated in Larry Bohrer's <br />letter, 2/15/89, be complied with, and engineering costs associated <br />with this permit be passed-thru to surrounding residents. (Motion <br />carried 5-0). <br />Councilman Moe, excused himself from the meeting because he was not <br />feeling well, and left the Council meeting at 9:55 p.m. <br />10. CITY ADMINISTRATOR'S REPORT: <br />A. Resolution No. 89-11 ; Authorizing Issuance of $50,000 <br />Equipment Certificae <br />A formal resolution was provided for accepting the Equipment <br />Certificate to pay for the fire department's personnel carrier, which <br />they have already purchased, and a one -ton truck for Public Works. <br />This equipment certificate was approved and levied for at budget time <br />in September and October, 1.988 by the City Council, approved on <br />October 4, 1988. <br />The staff recommends the city issue this Equipment Certificate from <br />money in our "Closed Bond Fund" rather than going to a lending <br />
