Hill, Inc. <br />DATE: May 11, 1989 <br />RE: MUSA Area - Section 32 and part of Section 33. <br />On April 10, 1989, a meeting was held at the Lake Elmo City Hall <br />to discuss and plan appropriate actions needed to be taken by the <br />City in order to assist the land owners within the MUSA line in <br />facilitating development activities. Those in attendance were <br />Council member Chuck Graves, Council member Lee Hunt, Planning <br />Commission Chairman Rob Enes, Larry Bohrer of TKDA and myself. <br />Two assignments were given to James R. Hill, Inc. at this meeting. <br />The first was to interview property owners in Section 32 in order <br />to get their opinion of what action should be taken by them or the <br />City to accommodate development. The second was to review the <br />Land Use Concept Plan for the MUSA area and recommend changes if <br />appropriate. <br />On Friday, April 21, 1989, and during the week of April 24, 1989, <br />I interviewed five property owners or representatives in Section <br />32 and 33. (See also attached ownership map.) They included: <br />Bob and Loj s Dreher. Mr. and Mrs. Dreher live in Lake Elmo at <br />7515 North 10th Street. They currently own land south of 10th <br />Street on the east and west side of Helmo Avenue North. <br />Kit Richardson. Mr. Richardson is a real estate broker with <br />Griffin Real Estates Company. He offered comments on behalf of Mr. <br />Clarence Enright who owns approximately 160 acres in the MUSA area. <br />Doug DeCoster. Mr. DeCoster owns approximately 55 acres within <br />the MUSA area. He also owns the properties adjacent to or near <br />the MUSA line. <br />Dan Dolan. Mr. Dolan is a real estate broker who has represented <br />the sale of properties owned by R. Fraser, H. Brockman, and L. <br />Kirvida. <br />David Johnson.
