Introduction <br />This report is written to determine the feasibility of reconstructing 15th <br />Street North between Inwood Avenue (CSAH 13) and the Oakdale City Limits. <br />15th Street North Is a paved 2-lane street. The pavement is in poor condition <br />due to Inadequate subgrade strength. Also, the sight distances are <br />insufficient. <br />15th Street North is a municipal state aid route, and is eligible for <br />construction, engineering and right-of-way funds. <br />Proposed Improvement <br />The street would be constructed to State Aid Standards for a rural road. Like <br />47th Street, 15th Street would have two 12 foot driving lanes and 4 foot wide <br />paved shoulders. <br />Poor soil would be removed from the roadbed and would be replaced with <br />suitable material. <br />Driveways would be paved from the edge of the shoulder to property line. The <br />ditches would be graded, and new culverts installed. <br />The road will be designed for 40 mph speeds. <br />Statement oft..Feasibility <br />The project is feasible from an engineering standpoint. <br />This project was Initiated at the request of the Lake Elmo City Council as <br />part of the City's 5-year WA Construction Program. Because assessments are <br />anticipated, a 4/5 vote of the Council is required to order the project. <br />RlRlaht--of-of-way-way <br />There is no platted right-of-way for 15th Street. ,:Because 15th Street has <br />been maintained by the City for a number of'years, _and the existing road Is <br />properly cnetered on the section line, it Is expected that the abutting <br />property owners will donate the required 66'feet of permanent easement. <br />-2- 9492 <br />
