Same additional slope easements and temporary construction easements will be <br />required to properly match existing driveways and property. <br />A permit is <br />required from the <br />Cottage Grove Ravine <br />Water Management <br />Organization <br />and the Valley Branch <br />Watershed District. <br />Plan approval Is <br />required from <br />the State Aid Division <br />of MnDOT. <br />The fol lowing I ist shows the property owners abutting on or benefitting from <br />the street. The list also shows area of each parcel and the number of lots it <br />could be subdivided into under present zoning. <br />It has been the City's policy on other State Aid streets to assess only those <br />costs which are not eligible for State Aid reimbursement. The only items not <br />eligible for State Aid reimbursement are legal fees for land acquisition, <br />engineering costs in excess of 18% of the construction cost and City <br />administrative costs. <br />The estimated assessable cost is $7,000. <br />Listed below are assessment alternatives for the Council's consideration. The <br />alternative methods are: <br />1. Benef itted Front 'Foot Method <br />This method assumes'fhat each parcel benefits from the improvement in <br />proportion to the lot frontage abutting on the improvement. in this <br />method, the owner of a small or interior lot generally pays less than <br />the owner of a large or corner lot. The rationale is that is costs <br />more to pave across the frontage of a large lot than it does to pave <br />across the frontage of a small lot. For the purpose of this example, <br />benef fitted frontage is def fined as the frontage which abuts the <br />Improvement. For lots with more than one sided frontage, the <br />benefltted frontage is the sum of the short side and 112 the length of <br />the long side. <br />2. Unit Charge <br />This method assumes that each parcel benefits equally from the <br />-- <br />Improvement In this method, all property owners pay equal ly <br />regardless of their lot size. The rational is that the benefit <br />( derived from a street improvement is improved access to the property. <br />Since all are provided equal access, all benefit equally. <br />-3- 9492 <br />
