It was proposed that the entire cost of the project be assessed, <br />i to abutting properties. <br />Harvey Gleason, 8311 Lake Jane Trail, explained his back property abuts <br />30th St. and his driveway is on Lake Jane Trail and asked if he would pay <br />the same assessment. Bohrer answered this was a unique situation, it was <br />not a corner lot, but it was a lot that had more than one side fronting on <br />a road. The Engineer advised he would review this situation. <br />Gary Wright, 8225 39th St., favored the project, but felt the road was in <br />this condition because of lack of maintenance in the past and asked. the <br />City Engineer to address this situation. Bohrer responded that normal <br />city maintenance is a program where most streets are sealcoated every 6 <br />years. When he first studied these streets in 1983 they had gone beyound <br />the point that a sealcoat would help --it would not glue back the broken <br />pieces. The patches were of such an extent that it was beyond the <br />capabilties of the three man crew we have for maintenance. Based on the <br />fact that maintenance was not done, Wright asked if there was any funding <br />to help with this project. <br />Realizing there were spots in the road that could not have been saved, Jim <br />Demko, 3929 Innsdale Avenue N., felt in 1983 even a sealcoat would have <br />helped the rest of the road. Demko had not decided if he was in favor of <br />a project or not. <br />Kathy Landucci, 8312 38th St. N., stated she was in favor of the street <br />project, but would like a maintenance plan. <br />Councilman Hunt asked the engineer what was the expected life of a road <br />surface. Bohrer answered this type of a patch and overlay is a lower cost <br />alternative than rebuilding a complete road. He did not know what was <br />under the road nor how it was constructed many years ago. Based on past <br />practice, since 1983, they have done streets like this and these streets <br />are in the 6 year maintenance program, Bohrer would predict a surface life <br />of about 10 years. <br />Mayor Dunn closed the public hearing at 8:40 p.m. <br />M/S/P Graves/Williams - to adopt Resolution 89-30 Ordering Improvement and <br />Preparation of Plans for 38th Street, 39th Street, and Innsdale Avenue <br />East of Ideal. Resolution 89-31: Approving Future Land Use Map, Setting <br />a Moratorium, Directing Amendment to Comprehensive Plan <br />Councilman Williams requested the property north of Eden Park thru Section <br />13 be kept as RR for the following reasons: airport safety zone and, <br />primarily, until the City and the VBWD can come to some solution on the <br />surface water problems. Planning Commission member, Steve DeLapp, <br />indicated area. affected with "Post SWMP", i.e., storm water management <br />plan. <br />
