LAKE ELMO CITY COUNCIL MINUTES MAY 16, 1989 PAGE 4 <br />The amount of 1989 MSA Maintenance Funds ($44,099) remaining after 33rd <br />Street is completed is estimated at $24,500. The difference between the <br />$49,000 estimated project cost and the $24,500 of MSA funds is $24,500 and <br />would be assessed to the abutting properties, and it is assumed that <br />Tartan Park would pick up one-half of the assessment. The remaining <br />portion would be split on an equivalent lot basis. <br />Amount to be Assessed $24,500 <br />Tartan Park (1/2)-$12,250 <br />Remaining Assessed to Residents $12,2.50 <br />Allen Kierhafer, 2040 Manning Trail, because of the cars turning onto 20th <br />St. from Manning Trail they have cut into his yard, asked about a curb <br />placed on the corner of his side. Bohrer preferred not to because it <br />causes problems for snowplowing. <br />Speaking for her dad, Peter Durand, Jean Durand stated 20th Street is used <br />by people to get into their houses at Eden Park and Peltier's addition, <br />and 90% of the traffic is for Tartan Park. Therefore, they should have to <br />pay for this. In the early '60s they were told they only had to pay for <br />road improvements once and this should be stated somewhere in our city <br />records. <br />Ed Bruno, Manager of Rec. Services for 3M, stated they do have a lot of <br />traffic that uses Tartan Park and felt the road has started to deteriorate <br />and if it is not repaired now, it will end up being very expensive to <br />repair. Tartan was certainly willing to pay their share. <br />M. Erickson, 11588 20th St., stated, she can't prove it, but she was sure <br />that Tartan Park has more than 50% of the traffic on this road. <br />Mary Leslie, 11546 20th St., felt the Eden Park and Packard Park residents <br />were benefitting propertyowners because this is the only road for <br />exit/entrances to their homes. She asked the Engineer to consider a <br />reflector showing the street doesn't continue through at the end of <br />Manning and 20th Street. <br />Mayor Dunn closed the public hearing at 8:15 p.m. <br />M/S/P Williams/Graves - to adopt Resolution 89-29 Ordering Improvement and <br />Preparation of Plans for 20th Street from Lake Elmo Avenue to Manning <br />Trail. (Motion carried, 5-0). <br />C. 38th Street, 39th Street, Innsdale Avenue, East of Ideal Avenue <br />Resolution 89-30 <br />Mayor Dunn opened up the public hearing at 8:2.0 p.m. in the City Council <br />chambers. <br />Proposed Improvement <br />It is proposed to cut out the broken up areas and patch those spots with <br />bituminous. A 2" thick overlay will then be placed over the entire street <br />to strengthen the road and to seal off the cracks. Two culverts would be <br />installed to improve drainage. Crushed rock would be added along the <br />shoulders and at driveways as needed. The total estimated project cost is <br />
