LAKE ELMO CITY COUNCIL MINUTES MAY 16, 1989 PAGE 8 <br />( vote, has approve the Future Land Use map. By approving the rezoning in <br />Peltier's case, we are amending the Comp Plan. The Forest is not an <br />actual rezoning request. <br />Councilman Hunt agreed with Councilman Graves in that he has seen a 4/5th <br />majority of Council vote on the FLUMap and was prepared at this time to <br />vote favorably on the rezoning as he did not see anything to stop this <br />City from concluding the draft, just agreed upon, will be our FLUMap. <br />Hunt did agree with Williams that the City should look at rezoning for the <br />entire city and was not in favor of piecemeal zoning. <br />There was discussion on procedure; could the Future Land use Map be <br />adopted by the Council with the enabling ordinances to follow. Admin. <br />Morrison will contact Ann Hurlburt, Met Council, for the correct <br />procedure. <br />M/S/P Graves/Moe - to amend the motion by deleting the contigency. (Motion <br />carried 4-1: Williams: the rezoning not to be effective until the map is <br />legally adopted). <br />M/S/P Williams/Hunt - to adopt Ordinance 8024 amending the 1979 Municipal <br />Code, Section 301.070C, to wit: rezone the parcel described as THAT PART <br />OF THE NORTH 44.5 ACRES OF THE SOUTH 57.89 ACRES OF GOVERNMENT LOT 3, <br />SECTION 24, T29N, R21W, WASHINGTON COUNTY, MINNESOTA LYING WEST OF THE <br />EAST 1090 FEET; EXCEPT THE TRACTS DESCRIBED IN ,BOOK 96 OF DEEDS, PAGE 98; <br />AND BOOK 96 OF DEEDS, PAGE 99 AND BOOK 105 OF DEEDS, PAGE 240, from Rural <br />Residential to R1, based on its conformance with the proposed future land <br />use map, and based on a favorable recommendation from the Planning <br />Commission. (Motion carried 5-0). <br />C. General Concept Plan, The Forest (Morton/Engstrom) <br />The Council had postponed granting General Concept Approval for "The <br />Forest" until a consensus was reached on our future land use map. Now <br />this has been completed. <br />Councilman Graves voiced his concern on the road width conforming to our <br />City guidelines and advised he was in favor of the concept but wanted road <br />widths to conform to current standards. <br />MIS/ Graves/Moe - to adopt Resolution 89-32 granting General Concept <br />Approval to "The Forest" in Lake Elmo, which was submitted as an RI <br />Planned Residential Development. However, General Concept Approval is <br />contingent upon applicant accepting the RE zoning classification upon RE's <br />completion and implementation into the Lake Elmo Municipal Code and the <br />Lake Elmo Comprehensive Plan, as The Forest has made every effort to meet <br />the minimum requirments suggested in the preliminary standards set forth <br />for the RE zoning district. <br />M/S/P Williams/Bunt - to amend motion to include wording "completion of <br />the RE Zoning ordinance" in place of "RE's completion". (Motion carried <br />5-0). <br />M/S/P Graves/Moe - to adopt Resolution 89-32 granting General Concept <br />Approval to The Forest in Lake Elmo, which was submitted as an R1 Planned <br />
