LAKE ELMO CITY COUNCIL MINUTES MAY 16, 1989 PAGE 12
i The Council determined this was worth consideration, but suggested waiting
until we see what the VBWD has planned for 1990 when they can consider the
entire package. Councilmen Graves and Williams noted they were not in
agreement on straightening out streambeds.
F. Section 32 Report: Mike Black
City Administrator Morrison recommended having our financial consultants
come up with financing alternatives before the Administrator and City
Engineer meet with Scott Renee and Frank Langer to analyze the tax impact
consequence of varying land uses of properties within the MUSA line.
Councilman Williams stated his concern of spending money on such a small
amount of propertyowners that don't even live here. If there was a
specific project to put a sewer line in, we could throw those financial
costs into the project.
-Co rrc i-l-nr&rr -Hunt -not i-n- -f-& o-f-speai-a-1- .gx ou a s_ -t.a axLvest
-a7rotirer` y 3i?00 .- - t ri o- err t itul ar- s tom,- -money ems- beem-pJz=1ed-
nxth t Or ortstzl n a ,- anel £- t-pnopez-t4y-ou-rex-s..ar-e- -not Kci l c 7 tea. 4anrat
wirtir as,- tlriss the cmcl o-f- it.- '(Amended 6-6-89)
Councilman Graves felt we needed to know what financing was available to
make this take place. If we actively pursue this, we would need an update
of our feasibility report. The developers and propertyowners need to know
what the cost would be and, based on all that the City is doing, would
only strengthen the City's position
M/S/P Graves/Hunt - to authorize expenditures of $400 maximum for the City
Engineer to update the 1985 sewer and water feasibility plan and
authorization for spending up to $3000 for the financial consultants to
work with the staff on financial altern es; based on: this is the only
area that has sewer capacity within they= bixas-(D-f- %-3,1-an -par-t
-0-f--3e,c k=-3-3•; that the City Council has already spent $25,000 on various
studies in the past; and the City Council considers this as a good faith
effort.
