LAKE ELMO CITY COUNCIL MINUTES JUNE 6, 1989 PAGE 5 <br />M/S/P Graves/Moe - to amend the motion to include postpone review for <br />consideration of the variance request until the next Council meeting. <br />(Motion carried 5--0). <br />M/S/P Williams/Hunt - to amend the motion to include the temporary <br />variance is granted until the June 20, 1989 City Council meeting. (motion <br />carried 5-0). <br />M/S/P Moe/Hunt - to grant a temporary variance to allow a commercially <br />licensed vehicle to park overnight in the R1 Zoning District to R.J. <br />Linnell, 9402 Stillwater Blvd., until the June 20, 1989 City Council <br />meeting and to postpone review for consideration of the variance request <br />until the June 20th meeting. (Motion carried 5-0). <br />D. PUBLIC HEARING: (1) Variance -Lot Size and Road Frontage <br />Mildred Meier, Lanes DeMontreville <br />Mayor Dunn opened up the public hearing at 8:1.0 p.m. in the City Council <br />chambers. <br />Mildred Meier is inquiring as to the buildability of a vacant parcel (Lots <br />132-140, 159-167) she owns in Lanes DeMontreville Country Club Addition. <br />The Zoning Code and Shoreland regulations apply. Larry Bohrer presented <br />his review which stated at least two variances (lot size and frontage) <br />would be required. Bohrer further stated it is not known if more <br />variances would be required because contour map, building site plan, and <br />soil borings have not been submitted. The problem of suitable access to <br />this lot was discussed because there is over 400 ft. of unimproved <br />right-of-way between this lot and the nearest improved road (50th Street). <br />Molly Shodeen, DNR, addressed her review of the variance requests and <br />shorel.and permit proposal for the Meier property in her letter dated May <br />18, 1989. <br />Mike Severin, 8012 50th St., stated when the City took the land from him, <br />he was told it wouldn't perk out and it was not buildable. The pipes to <br />remove his sewage is in this right-of-way. The access road would run 2.0 <br />ft. from his front window. <br />Mrs. Arndt, 7931. Hill Trail N., voiced her concern on water problems. At <br />one time she was told there were no more buildable lots on this island. <br />David Brown, 7990 50th St. N., lives directly north, and continues to have <br />water problems. He doesn't want the water from that house in his back <br />yard. <br />Dave Furseth, 8004 50th St., stated he has a tremendous water problem and <br />the mound site that was just installed increased his water problem. <br />i <br />R. Harvey, lives north of Meiers, stated he was told it was landlocked and <br />had no access when he bought his property. The surveyor found no easement <br />on his property. Ken Sovereign told him this pro erty was sold this fall. <br />QmQ;q�r <br />
