LAKE ELMO CITY COUNCIL MINUTES JUNE 6, 1989 PAGE 9 <br />( 11. CITY ADMINISTRATOR'S REPORT: <br />A. Discussion re: Park, Reserve Directional Signs <br />Administrator Morrison advised the Council that the City has received <br />calls of concern from residents living on Klondike, 34th Street and 32nd <br />Street, indicating that there has been a considerable amount of traffic on <br />their streets by persons trying to locate an entrance to the Regional <br />Park. Directional signs were suggested to be placed at Klondike Avenue; <br />Lake Elmo Avenue/TH.5; Lake Elmo Avenue and C.R. 10, and another on Lake <br />Elmo Avenue, between TH.5 and C.R. 10. <br />Mike Polehna, Regional Park Director, has advised Washington County would <br />pay for the signs if the Council desires to have them installed and get <br />the necessary approval from MnDOT. <br />Councilman Williams favored soliciting comments from residents on whether <br />they felt directional signs would be a reasonable solution. <br />M/S/P Dunn/Moe - resolved that the Administrator is hereby authorized to <br />formally request that Washington County install Lake Elmo Regional Park <br />directional signs in appropriate locations, as suggested, to alleviate <br />problems in finding the entrance to the Park. (Motion carried 5-0). <br />B. Resolution No. 89-33: Approving Large Lot Subdivision (Ziertman) <br />When the City Council approved the last Large Lot Subdivisoon of Mr. <br />Ziertman, they requested review of the Resolution after receipt of the <br />surveys for the two approved Large Lot Subdivisions. <br />The survey has been received and the Resolution, which was approved by the <br />City Attorney, was presented for Council review. The staff reported the <br />park dedication fee ($450.00/lot) will be collected at the time of <br />application for the building permit. <br />M/S/P Williams/Graves - resolved that Resolution No. 89-•33; A Resolution <br />Granting a Large Lot Subdivision to Robert and Dorothy Ziertman is <br />approved as submitted. (Motion carried 5-0). <br />C. Request to Stockpile Dirt: Linder's Greenhouse <br />Rob Linder, of Linder's Greenhouse, has an opportunity to receive 10,000 <br />cubic yards of soil which can be used for potting of plants. The City <br />does not have in the Code any provision to addresss stockpiling of fill. <br />The Building Official and the City Engineer had no problem with this <br />request. <br />M/S/P Graves/Hunt - to direct the staff, with the assistance of the City <br />Engineer, to draft a proposed Ordinance requiring a permit process setting <br />forth standards and conditions for fill permits. (Motion carried 5-0). <br />Discussion followed on the interpretation of Mining--�he Council suggested <br />exclusion be made for bringing soil from one site to another site for <br />utilization on that site is not considered mining) This section (900-1) of <br />the Code needs to be revised because the City does not allow any more <br />mining. <br />
