LAKE ELMO CITY COUNCIL MINUTES AUGUST 15, 1989 PAGE 6 <br />When he received complaints about rodents in this building, Jim McNamara <br />requested the building be checked out by the State Dept. of Agriculture <br />and Washington County Health Dept. No violations were issued. <br />Jim McNamara contacted Howard Gelb, Trans City Investment, 11490 Hudson <br />Boulevard, in regard to the Trans -City Investment C.U.P. When the C.U.P. <br />was granted there were six businesses in the building. Although the <br />building has not increased in size, nor has the number of people actually <br />changed, the number of businesses has increased from six to 13. At this <br />meeting Howard Gelb presented a list of tenants located at Trans -City <br />Investments and will issue a letter to the City when a tenant leaves or <br />comes in. <br />As required at the time the C.U.P. was granted in 1987, McNamara indicated <br />the septic system for Trans City Investment was replaced and the system <br />for the farm house was also replaced. Outside storage has been eliminated <br />and signs that were erected for the various businessess, without a sign <br />permit, have been removed. <br />The Council emphasized this Conditional Use Permit will be reviewed on an <br />annual basis, and may be rescinded, after a two week notice and a public <br />hearing if the City Council finds that the conditions have been violated <br />or the public health, safety, or welfare is jeopardized.': <br />E. Authorization: Installation of Cable Equipment <br />The City has applied for and received a grant to obtain funding for cable <br />equipment, installation and training. Staff will be receiving training on <br />useage of a new Amiga system next week. The balance of the equipment <br />(cameras, wiring cable, etc.) is ready for installation. <br />M/S/P Moe/Hunt -that the Lake Elmo City Council hereby approves the <br />installation of cable equipment, as outlined in the grants application <br />approved May 11, 1989, and further, that the Council determines this <br />equipment will be utilized at minimum of four times per year, as <br />recommended by the Ramsey -Washington Counties Suburban Cable Commission <br />representatives. (Motion carried 4-0). <br />F. Request for Approval: Star City Joint Powers Agreement <br />The Council reviewed the Joint Powers Agreement for participation in the <br />Sillwater Area Star City Commission. The Council determined that they did <br />not desire to participate in the program to the degree outlined in the <br />Agreement. Instead, they felt it appropriate to continue to participate <br />at the level they have in the past which allows for sharing of information <br />and participation in meetings. <br />G. Discussion: VBWD Appointment <br />Washington County has indicated that the term of office for Gordon <br />Moosbrugger, West Lakeland Township, on the Valley Branch Watershed <br />District will expire on November 13, 1989. West Lakeland Township has <br />notified the County of their support for the reappointment of Mr. <br />Moosbrugger to a new three year term. <br />*The Council made specific mention that Mr. Gelb will notify the City of <br />change in use of his building. Mr. Gelb responded that not notifying the <br />the City will never happen again. <br />
