LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 5, 1989 PAGE 10 <br />The Council received the Final Report from Public Financial Systems <br />relative to financial analysis for construction of Section 32 <br />infrastructure (sewer and water). <br />M/S/P Hunt/Williams - to accept the Final Report from Public Financial <br />System relative to financial analysis for construction of Section 32 <br />infrastructure. (Motion carried 5-0). <br />B. Request: Application for Rental of Wood Chipper <br />Public Works Supervisor, Dan Olinger, requested renting a wood chipper for <br />one month to clear City street right-of-ways. The $1200 expenditure would <br />be funded from the Misc. Equip, account, Capital Outlay; the account <br />balance, after deduction of $1200 would be $4,000. <br />M/S/P Hunt/Graves - resolved that the Public Works Supervisor is hereby <br />authorized to rent a wood chipper, for one month, for an expenditure not <br />to exceed $1200.00 (Motion carried 5-0). <br />C. Appointment: Washington County Ground Water Management Committee <br />The Council has been invited to appoint a member to Washington County's <br />Groundwater Management Advisory Committee. The County has also asked for <br />the Council's comments on any concerns/problems, controls etc, you would <br />like to see the Advisory Committee address. <br />M/S/P Hunt/Williams - to authorize the Mayor to appoint a representative <br />to serve on the Washington County Groundwater Management Committee. <br />(Motion carried 4-1-0: Abstain: Dunn abstained from voting because she did <br />not want to vote for herself). <br />The following issues were requested for the Committee to review and <br />address: Effect of landfills on groundwater quality, Guidance to develop <br />regulations in cross-acquifer well installations to try to minimize <br />cross-acquifer contamination, a moratorium be imposed by the County on <br />residential development in the well advisory zone around the Lake Jane <br />Landfill area. <br />M/S/P Graves/Williams - to direct the City Administrator write a letter <br />recommending these issues be considered by the Washington County <br />Groundwater Management Committee. (Motion carried 5-0). <br />D. Request: Cable Conference Attendance <br />Councilman Moe has been requested to attend a National Cable Conference, <br />as Mr. Garloff is unable to attend and would be gone September 6th through <br />12th. The conference is in Arizona; Councilman Moe requested mileage <br />expenses only (approx. $290). The Council requested he submit a 1-2 page <br />summary of the conference. <br />M/S/P Graves/Hunt - to authorize expenditure by Councilman Don Moe of up <br />to $300 in order to attend the National Cable Conference, September 8-11, <br />1.989 in Scottsdale, Arizona. (Motion carried 5-0). <br />
