LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 5, 1989 PAGE 10 The Council received the Final Report from Public Financial Systems relative to financial analysis for construction of Section 32 infrastructure (sewer and water). M/S/P Hunt/Williams - to accept the Final Report from Public Financial System relative to financial analysis for construction of Section 32 infrastructure. (Motion carried 5-0). B. Request: Application for Rental of Wood Chipper Public Works Supervisor, Dan Olinger, requested renting a wood chipper for one month to clear City street right-of-ways. The $1200 expenditure would be funded from the Misc. Equip, account, Capital Outlay; the account balance, after deduction of $1200 would be $4,000. M/S/P Hunt/Graves - resolved that the Public Works Supervisor is hereby authorized to rent a wood chipper, for one month, for an expenditure not to exceed $1200.00 (Motion carried 5-0). C. Appointment: Washington County Ground Water Management Committee The Council has been invited to appoint a member to Washington County's Groundwater Management Advisory Committee. The County has also asked for the Council's comments on any concerns/problems, controls etc, you would like to see the Advisory Committee address. M/S/P Hunt/Williams - to authorize the Mayor to appoint a representative to serve on the Washington County Groundwater Management Committee. (Motion carried 4-1-0: Abstain: Dunn abstained from voting because she did not want to vote for herself). The following issues were requested for the Committee to review and address: Effect of landfills on groundwater quality, Guidance to develop regulations in cross-acquifer well installations to try to minimize cross-acquifer contamination, a moratorium be imposed by the County on residential development in the well advisory zone around the Lake Jane Landfill area. M/S/P Graves/Williams - to direct the City Administrator write a letter recommending these issues be considered by the Washington County Groundwater Management Committee. (Motion carried 5-0). D. Request: Cable Conference Attendance Councilman Moe has been requested to attend a National Cable Conference, as Mr. Garloff is unable to attend and would be gone September 6th through 12th. The conference is in Arizona; Councilman Moe requested mileage expenses only (approx. $290). The Council requested he submit a 1-2 page summary of the conference. M/S/P Graves/Hunt - to authorize expenditure by Councilman Don Moe of up to $300 in order to attend the National Cable Conference, September 8-11, 1.989 in Scottsdale, Arizona. (Motion carried 5-0).
