Preliminry Plat, Packard Park, 3rd Addition (Continued 8/15/89) <br />M/S/P Williams/Graves - to bring back the preliminary plat, Packard Park, <br />3rd Addition for Council consideration. (Motion carried 5-0). <br />The Council noted the City has encountered a unique situation with the <br />slow perking of the pond due to the soils. City Engineer Bohrer stated <br />the pond in place qualifies and satisfies the subdivision in place, but <br />does not meet the intent and performance for the Third Addition. Bohrer <br />indicated that possible reworking of the existing pond could be done. <br />Bruce Folz stated it would be a worthwhile investigation. He would get a <br />backhole to dig a hole to see what soils are down about 8 to 10 feet. <br />If the soil maps are correct, then it should work. This would increase <br />the pond approximately 25 percent. <br />M/S/P Graves/Moe - to grant preliminary plat approval for Packard Park, <br />3rd Addition; contingent on the capacity and seepage capabilities of the <br />pond be deemed acceptable by the City Engineer either in a form of a <br />second pond or an enlarged existing pond. (Motibrearried 5-0). <br />Because of the potential safety concern with this new subdivision, the <br />Council made a formal request to the Washington County Highway Dept. for <br />two by-pass lanes. <br />M/S/P Graves/Moe - to direct the City staff, either the City Adm. or City <br />Eng. contact the Washington County Highway Dept., request a by-pass lane <br />on intersection of County Road 17 and 20th Street and County Road 17 and <br />the proposed 24th Street based on their concern on the increased traffic <br />load of the new development, Packard Park, 3rd Addition. (Motion carried <br />5-0). <br />B. PUBLIC HEARING: Variance to 100' Setback fom OHWM <br />Simple Lot Subdivision and Shoreland Permit <br />8151 Hill Trail N., John Hanner, Resolution No. 89-38 <br />This is a public hearing to consider the variance requested by John Hanner <br />for setback from the Ordinary High Water Mark. The Council will be <br />considering the request for a Simple Lot Subdivision and a Shoreland <br />Permit. <br />Mayor Dunn opened up the Public Hearing at 8:05 p.m. in the City Council <br />chambers. <br />one <br />There was noAto speak for or against this application. <br />Mayor Dunn closed the Public Hearing at 8:08 p.m. <br />At their August 28th meeting, the Planning Commission recommended Council <br />approval of the Simple Lot Subdivision requested by John Hanner <br />conditioned on a favorable recommendation from the City Engineer and DNR; <br />contingent upon applicant paying a park dedication fee of $450 for the <br />newly created lot. Also, the variance requested for setback from the <br />Ordinary High Water Mark be granted based on the topography of the land <br />and the wooded lakeshore. <br />
