LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 5, 1.989 PAGE 2 up to M/S/P Hunt/Williams - until further notice, the Council author.izesA$600 (should cover 5 hours of work) per month for payment Attorney Ellen Sampson so she can have a freer hand in contacting Zack Hansen and other people of Washington County Health Dept. on a continuing basis in order to keep her's and the City's visability upA (Motion carried 5-0). during the EIS for the landfill in the Regional Park. A. Containers Teddie Carlson, Solid Waste Advisory Committee member, requested Council approval to proceed with applying for a Matching -Fund Grant from the Metropolitan Council for the purchase of 4,250 recycling containers, which are made of 100 percent recycled material, to be provided to every household in the City. (The Met Council will match, dollar for dollar, funds spent for the purchase of recycling containers). The Committee indicated it was their goal to provide every household of the City with two recycling containers, free of charge and would also like to be able to "stockpile" containers to cover new homes within the City for at least the next three years. Met Council's estimated households in Lake Elmo is 2,037. At two containers each, that totals 4,074 containers, with an additional 176 on hand (an average of 58 containers per year for a "guesstimated" 29 new households per year). The cost for these containers would be $5.51 each if we purchase 4250 containers. The following was the breakdown of the costs for this program, and the Commission's recommendation to the Council. COST: 4250 containers @$5.18 each: $22,015.00 Lake Elmo's portion: 11,007.50 Met Council's matching funds: 11,007.50 PAYMENT: Grant from Washington County: $ 5,000.00 *Bonus Fund from Wash. Cty. 4,000.00 Proceeds from Garage Sale 500.00 Total $ 9,500.00 Amount needed from Lake Elmo 1,507.50 TOTAL $11,007.50 *Bonus Fund referred to is money from Washington County to be distributed to all cities that have a recycling program in effect by September 1, 1989. This is over and above the $3 per household we received from the County. M/S/P Graves/Williams - to authorize proceeding with applying for a Matching Fund Grant from the Metropolitan Council for the purchase of 4250 recycling containers to be provided to every household in the City of Lake Elmo. (Motion carried 5-0).
