LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 5, 1989 PAGE 5 <br />lcorner of Parcel 1. Water collects on the pavement because there is no <br />culvert and the pavement is deteriorating. The Maintenance Foreman and <br />Bohrer met this summer and agreed that a culvert should be installed, but <br />were reluctant because there was no easement to convey the water to the <br />west. This subdivision provides the opportunity to have an easement <br />dedicated. <br />In his letter dated September 1, 1989, Bohrer recommended that this Simple <br />Lot Subdivision be granted provided that the applicant provides a 15 foot <br />wide drainage easement from the Jamley Avenue right-of-way westerly to the <br />ponding easement shown on the survey at the location. Mr. Palecek <br />responded that he understood and agreed with the Engineer's <br />recommendation. <br />M/S/P Williams/Hunt - to adopt Resolution 89-39 granting a simple lot <br />subdivision to James and Vivian Palecek at 2798 Jamley Avenue N., based on <br />the favorable recommendation of the Planning Commission, and the City <br />Engineer; and based on applicant paying a park dedication fee of $450 for <br />the newly created lot; subject to the addition of Condition No. 5: The <br />applicant deed to the City the 15 foot wide drainage easement from Jamley <br />Avenue westerly to the ponding easement as recommended in the letter from <br />the City Engineer, dated September 1, 1989. (Motion carried 5-0). <br />Resolutions 89-40 and 89-41 were prepared at the direction of the City <br />Council when approving both of these Large Lot Subdivisons. <br />D. Resolution 89-40, Large Lot Subdivision: Steven Dahly <br />M/S/P Willims/Graves - to adopt Resolution 89-40 granting a Large Lot <br />Subdivision to Steven J. Dahly of the property described in said <br />resolution, based on the recommendation of the Planning Commission. <br />(Motion carried 5-0). <br />Resolution 89-41, Large Lot Subdivision: Apostolic Church <br />M/S/P Grvaes/Hunt - to adopt Resolution 89-41 granting a Large Lot <br />Subdivision to Apostolic Bible Church of the property described in said <br />resolution, based on the recommendation of the Planning Commission. <br />(Motion carried 5-0). <br />E. Proposed Ordinance: Architectural Standards <br />Council discussion centered on the appropriateness of wood buildings along <br />I-94 and/or the Old Village Distvict (Does the Old Village District <br />include North of Hwy 57). Councilman Hunt pointed out Eden Prairie does <br />not use wooden buildings. The City should set high architectural standards <br />for assureance of high quality commercial development. <br />M/S/ Hunt/Williams - to modify the architectural standards by removing <br />2(c). wood <br />M/No Second Williams/No Second - to amend the motion to include allowing <br />wood in General Business in and around the Old Village area, including <br />area north of highway 5. <br />
