(Motion failed 1-4: Williams, Dunn, Graves, Moe: too <br />restrictive). <br />The Council was in favor of Items 1, 3, and 4 of the presented design <br />standards. Discussion followed on: <br />Williams: Item #4: Items should be reference by State Architectural Board <br />standards. The Council emphasized their concern for assureance of <br />suitable quality buildings. <br />e. cast in -place concrete with integral aggregate finish, tilt -up and <br />precast panels is to have an integral finish that will simulate face <br />brick, natural stone, masonry stucco --it is not suppose to simulate cast <br />in -place concrete. <br />M/S/P Hunt/Williams - to direct the staff to request the PZ's rationale on <br />Item (f.); if the Council does not receive input before the time this <br />comes to them as an ordinance, then they would consider this not to be a <br />requirement. (Motion carried 5-0). <br />f. glass (For a maximum of 50%, or less, of the building) The Council <br />considered deleting this standard unless the PZ's rationale is received. <br />City Engineer Bohrer will provide a construction brochure to help the <br />Council familarize them with what is available and how this category (g) <br />could better be defined. <br />g. decorative masonry block in which the texture and/or color is <br />incorporated into the block, not something that is <br />painted on afterwards. <br />M/S/P Graves/Moe - to direct the City Staff and City Attorney to draft a <br />proposed Ordinance in accordance with the direction (amendments to Exhibit <br />A) of the Council and the recommendations of the Administrator. (Motion <br />carried 5-0). <br />F. Proposed Ordinance: Residential Estates <br />At their meeting of May 16th, the City Council adopted Resolution No. <br />89-31 which, in part, directed the Planning Commission to present to the <br />Council proposed Ordinances and standards for the Residential Estates and <br />I-94 Freeway Buisness Zoning categories. At their August 28th meeting, <br />the Planning Commission requested Council clarification on criteria and <br />timeframe for the I-94 Freeway Corridor District and direction in order to <br />proceed with Residential Estate Standards. <br />Mayor Dunn: would like to see the Comp Plan come to a fullfilling end in <br />a relative short period of time. She would be more than willing to work <br />with the PZ on the proposed ordinances. <br />Councilman Williams: PZ has a full agenda of work items and if they stop <br />working on these particular ordinances they would still have plenty to do. <br />
