Present: Dunn, Hunt, Williams, Moe, and Administrator Morrison. Absent: Councilman Graves. 1. AGENDA Delete: 6. City Engineer's Report Add: 5D. Reconsideration of Ed Gorman's Fill Permit, 5E. 201 Project Budget Extension. M/S/P Hunt/Moe - to approve the October 17, 1989 City Council agenda as amended. (Motion carried 4-0). 2. MINUTES: September 26, 1989 M/S/P Williams/Hunt - to approve the September 26, 1.989 City Council Minutes as amended. (Motion carried 4-0). MINUTES: October 3, 1989 M/S/P Williams/Hunt - to approve the October 3, 1.989 City Council Minutes as amended. (Motion carried 4-0). 3. CLAIMS M/S/P Hunt/Williams - to approve the October 17, 1989 Claims #92381 thru #92435 as presented. (Motion carried 4-0). 4. REAPP REPORT There was no report presented. 5. PLANNING/LAND USE/ZONING: A. PUBLIC HEARING: Variance: Side Yard Setback Thomas Arcand, 9202 31st St. N. Mayor Dunn opened up the Public Hearing at 7:32 p.m. in the City Council chambers. The Public Hearing notice was duly published and all property owners adjoining this property have been notified. There was no one to speak for or against this request. Thomas Arcand, 9202 31st Street N., has requested a side yard setback variance to construct an addition to an existing garage approximately 2 1/2 feet from the abutting property line whereas 10 feet is required. The applicant proposes to enlarge the existing structure to a 2-car garage to store two cars and a. boat. Arcand stated his hardship is a narrow, long-linky type lot which makes this the only place for a garage, and the
