LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 21, 1.989 PAGE 9 <br />M/S/P Williams/Graves - resolved that the Council hereby approves waiver <br />of the sign permit fees, per the request of the Tri-Lakes Association, a <br />non-profit neighborhood organization, for installation of two additional <br />directional signs in the Tri-Lakes area, providing that the signs are in <br />compliance with the sign code requirements, prior written permission of <br />landowners be filed with the City, these signs are not placed in the <br />rights -of -way, and provided the signs do not block traffic visibility. <br />(Motion carried 4-0). <br />E. Groundwater Contamination from the Lake Jane Landfill <br />Mayor Dunn explained the City has been informed by Washington County on <br />problems with some wells in the Lake Jane area. A meeting was held with <br />Mary Luth from the County and they are in the process of sampling approx. <br />25 wells. This information should be available by December llth. When the <br />summaries are done, Mary Luth will give a presentation to the Council and <br />to the affected residents. <br />Mayor Dunn, Councilman Graves and Mary Luth were disappointed with the <br />significant time delay that existed between the time of sampling and the <br />length of time it took before they were notified. Mary Luth is going to <br />take unspecified action in order to correct this. <br />F. Fill Ordinance with Escrow <br />Mayor Dunn Liked the idea of a fill ordinance with an escrow and would <br />like the Planning Commission and staff to work on a proposed ordinance. <br />M/S/P Hunt/Williams - the Planning Commission be directed at their <br />December Ilth meeting to consider placing on their list of work items (as <br />a Class A Priority for 1990), creation of a fill ordinance that would <br />incorporate escrow amounts based on the cost of removal of fill and taking <br />into account the fact that a site and grading plan be submitted before the <br />fill permit is approved and consider any other aspect the PZ seems <br />appropriate. (Motion carried 4-0). <br />G. Newsletter <br />Teddi Carlson has volunteered her services to do the City Newsletter <br />because she felt there are so many issues coming into the City that the <br />residents should be informed of. If this should be approved, the Council <br />had two criteria to be followed: the newsletter should be non -political <br />and factual with a review done by the staff, being the Deputy Clerk who <br />does it now. <br />M/S/P Williams/Hunt - to direct the City staff to contact Teddie Carlson <br />and Rita Conlin to assist as volunteer newsletter editors. (Motion <br />carried 4-0). <br />M/S/P Graves/Hunt - to adjourn the City Council meeting at 9:50 p.m. <br />(Motion carried 4-0). <br />
