LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 21, 1989 PAGE 8 <br />$300 seemed too high compared to surrounding communities and suggest this <br />( permit be lowered to $150, the escrow suggestion should take care of it; <br />the liquor on -sale should be increased to $1500 because it seems more in <br />line with the average, and the wine license charge of $300 should be <br />adopted. <br />Mayor Dunn pointed out the special permit for the VFW should not be <br />changed because they do a tremendous amount of public service to the <br />community. Dunn felt the escrow idea was very important, but the platting <br />charge might be a little high. <br />Councilman Graves questioned platting fees being 40-50 percent higher than <br />other communities and asked for an explanation as to why these proposed <br />fees were made. <br />Councilman Williams requested the Deputy Clerk attend the December 5th <br />meeting to discuss the rationale of this fee proposal. <br />B. Appoint Lake Elmo Rep. to Cottage Grove Ravine WMO <br />Mr. Tom G. Armstrong has served as the Lake Elmo's representative, which <br />is a non-paying position, on the Cottage Grove Ravine Water Management <br />Organization Since November 16, 1986. Mr. Armstrong's three year term <br />expires as of November 16, 1989. Mayor Dunn reported Rose Armstrong was <br />willing to serve as Lake Elmo's repesentative and Tom P. Armstrong would <br />be willing to be the alternate representative to the Cottage Grove Ravine <br />WMO. <br />M/S/P Hunt/Williams - to appoint Rose Armstrong as the Lake Elmo <br />representative, which is a non-paying position, on the Cottage Grove <br />Ravine Water. Management Organization and appoint Tom P. Armstrong as an <br />alternate representative effective immediately. (Motion carried <br />3-1:Graves: asked if the members of the CGRWMO has been notified and did <br />anyone else indicate an interest). <br />C. Washington County - Solid Waste Advisory Committee <br />Bruce Dunn is currently serving as the City's representative on the <br />Washington County Solid Waste Advisory Committee and has served in this <br />capacity for two two-year terms since January, 1986. Mr. Dunn's term is <br />up on December 31, 1989.and Bruce wishes to continue to serve in this <br />capacity. (Bruce has not met the limit set by the county of four -two-year <br />terms. <br />M/S/P Williams/Hunt - resolved that Bruce Dunn is hereby reappointed for a <br />two year term commencing January, 1990, as the City of Lake Elmo's <br />representative on the Washington County Solid Waste Advisory Committee. <br />(Motion carried 3-0-1:Abstain: Dunn abstained from voting because Bruce <br />was a family member). <br />D. Waiver of Sign Permit Fee <br />The Tri-Lakes Association will be constructing, and placing, two <br />additional informational/directional signs in the Tri-Lakes area. The <br />Tri-Lakes has requested waiver of the $15.00 per sign permit fee. <br />
