Technical Contract <br />(amendment being: the increased tasks and activities incorporated in the <br />Contract and increased cost to $98,098), and amended to include addition <br />of the Mayor as an alternate authorized agent, between DRPA and the City <br />of Lake Elmo for services rendered in connection with the review of the <br />EIS for the proposed Site G landfill.. (Motion carried 4--0). <br />5. PUBLIC HEARING: 1990 City Budget <br />A. Resolution No. 89-49: Resolution Adopting 1990 Budget and <br />Levying Taxes Therein <br />Mayor Dunn opened up the public hearing at 7:32 p.m. in the City Council <br />chambers. Legal notice was published. <br />Finance Director, Marilyn Banister, reported the actual increase in the <br />1990 General Fund Budget is $49,382, a 5.87% increase over 1989. As a <br />result of the "State Aid Shifts", taking money from Local Governments and <br />distributing it to the School District, Marilyn pointed out that Lake <br />Elmo's tax levy has increased $192,798 (41.9%). Without the state aid <br />shift, Lake Elmo would have increased their levy $31,907 (6.93%). <br />The total proposed 1990 tax levy represents a 40.64% increase over 1989 in <br />an amount of $237,798. Administrator Morrison responded it is anticipated there <br />will be no City tax dollars spent on the Olympics. <br />Dick Johnson asked what was best for the City; leasing or purchasing a <br />copy machine. Banister responded, based on the last experience with the <br />copier, the City saved money by purchasing a copier. <br />Councilman Hunt reported at a meeting for Capital for the Day, the State <br />Finance Commissioner promised the bottom line would not change. Many <br />cities and townships lost quite a considerable amount of state aid. <br />
