LAKE ELMO CITY COUNCIL, MINUTES NOVEMBER 21, 1.989 PAGE 4 <br />Kelly Brockman stated there is $55,000 budgeted for a dump truck, if bids <br />come in at $50,000 are you going to put chrome bumpers and wheels on it to <br />make it come out to $55,000. It was rediculous to approve such a City <br />Pick-up; and an insult to the taxpayers to approve a dump truck with <br />stainless steel running boards. You approve everything the Maintenance <br />Dept. asks for. <br />These comments will be very well taken. Mayor Dunn stated we will not go <br />for the frills, but stay with the basics on our equipment expenditures. <br />Mayor Dunn closed the public hearing at 7:50 p.m. <br />Councilman Hunt indicated by approving this Resolution at this time it <br />does not obligate us to follow through with any of the Capital Improvement <br />Programs being discussed. <br />Mayor Dunn commented on the fantastic job Marilyn had done pulling this <br />budget together considering having to respond in a very short period of <br />time to alter changes imposed on the City from the State special tax <br />session. <br />M/S/P Williams/Graves - to adopt Resolution 89-49; A Resolution Adopting <br />Budget for 1990 and Levying Taxes for 1990. (Motion carried 4-0). <br />6. PUBLIC HEARING: Ordinance No. 8027 <br />Amending Section 803 of City Code Relating to Burning Permits <br />Mayor Dunn opened up the public hearing at 7:52 p.m. in the City Council. <br />chambers. <br />The proposed ordinance has been posted and published in accordance with <br />Statutory requirements. <br />The purpose of the proposed Amendment is to meet the Minnesota Pollution <br />Control Agency's requirement to allow for the issuance of burning permits <br />by the Lake Elmo Fire Chief, or his designee. The ordinance also adopts <br />Minnesota Rules, parts 7005.0700 to 7005.0820 relating to Open Burning, <br />and no longer adopts by reference the State's Ambient Air Quality Standard <br />and Air Pollution Control Regulations. <br />Councilman Williams suggested delete wording in motion "proceed with the <br />required follow through of this process" and insert words "obtain MPCA <br />approval", because apparently that is what has to happen. <br />Mayor Dunn closed the Public Hearing at 7:55 p.m. <br />M/S/P Williams/Hunt - resolved that the City Council hereby adopts <br />Ordinance No. 8027, relating to Open Burning, and authorizes the City <br />Administrator to obtain MPCA approval. (Motion carried 4-0). <br />M/S/P Hunt/Williams - to move Item 7A Comp Plan to follow Item 9A. to be <br />�" located after Item 4. (Motion carried 4-0). <br />
