LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 21, 1989 PAGE 5 <br />7. PLANNING/LAND USE/ZONING: <br />A. Comprehensive Plan <br />The Comp Plan draft plus comments from Councilmen Graves and Williams were <br />handed out to the Council. Mayor Dunn will submit her written comments. <br />Administrator Morrison pointed out the Met Council needs a minimum of two <br />weeks notice to review the Comp Plan. Councilman Williams indicated the PZ <br />should receive the Plan at their November 27th meeting and be given until <br />their December llth meeting to come up with a summary of comments. The <br />Council sub -committee could work on the plan and come up with a <br />recommendation. Then the Council can act on it at a short meeting on <br />December 19th whether to decide to send the plan to the Met Council. <br />Councilman Hunt suggested leaving the matter open until their December 5th <br />meeting when they will set a meeting when they have the updated comp plan <br />before them to approve to send to the Met Council. <br />The City Council approved the following motion relative to the <br />Comprehensive Plan schedule of events: <br />M/S/P Hunt/Williams - the Comprehensive Plan draft be distributed to the <br />PZ at their November 27th meeting along with the comments that have been <br />made by the councilmembers and be given until their first meeting in <br />December to come to a consensus on comments to be returned to the City <br />Council. (Motion carried 4-0). <br />Councilman Hunt added it should be made clear to the PZ their vote does <br />not have to be 100 percent, they could have a minority vote with their <br />comments. <br />M/S/P Hunt/Williams - the Comprehensive Plan Subcommittee of the City <br />Council be directed to meet some time the week of December 11.th to review <br />the comments from the PZ and decide upon any modifications to the draft of <br />the Comprehensive Plan providing all Councilmembers are available. <br />(Motion carried 4-0). <br />M/S/P Williams/Hunt - to adjust the agenda by bringing Item 11A to the <br />floor at 7:55 p.m. (Motion carried 4-0). <br />8. DISCUSSION: <br />Sprinkling of Proposed Park Maintenance Building: Jack Perkovich <br />Jack Perkovich, Washington County, reported the Washington County Board of <br />Commissioners hired the architectural firm of BWBR to design a park <br />maintenance building for the Lake Elmo Park Reserve. The building design <br />has been completed and includes 6,512 square feet on the base level and <br />1,088 on the mezzanine. The cost on the building is estimated at $360,000 <br />to $380,000. Sitework including roads, parking and a crossing over the <br />railroad tracks would add an additional $120,000. A sprinkling system is <br />estimated to add an additional $76,500 plus $10,000 in miscellaneous work. <br />The building construction outside the city's water distribution system <br />places an extreme hardship on this construction project, Perkovich stated. <br />( He asked the following factors to be considered: The Park maintenance <br />building is primarily for the storage of equipment, the building is not <br />for public activities, all major equipment repair will be done at the <br />
