LAKE ELMO CITY COUNCIL MINUTES JANUARY 16, 1990 PAGE 2 <br />Todd Williams reported that DPRA, our engineering firm, has been <br />contacted by a firm who is trying to do the EIS review for the City of <br />Ramsey in Anoka County. DPRA. contacted ReAPP asking if they would <br />have any objections to this. The Attorney stated there was probably <br />no legal conflict of interest, but if we think this firm is the best, <br />do we want them working to try and get another site out of the <br />Metropolitan inventory. <br />Dick Acree, ReAPP member, informed the Council he received the call <br />from DPRA asking for ReAPP's opinion of this procedure. Acree stated, <br />at this point, ReAPP would probably advise on a moral issue that they <br />not go with this other firm. After looking into it, DPRA called back <br />at 6:00 p.m. tonight stating they were going with the firm and were <br />justified because they spoke with Paul Smith, Met Council, who <br />indicated our Site G will stand or fall on its own merits (it is not a <br />competitive site with any site in Anoka or Hennepin County). They <br />felt, based on this input, they were not crossing any threshold to <br />participate. <br />5. CITY COUNCIL APPLICATIONS <br />At the January 2nd meeting, the Council postponed action on this <br />appointment and extended the deadline for additional applications <br />until January 10, 1990. The City received one additional application, <br />Rosemary Armstrong's application for the vacant council seat. <br />Mayor Dunn indicated she reviewed all the applications, knows the <br />applicants personally; therefore, she made the following motion. <br />M/S/ Dunn/Hunt - to appoint Rosemary Armstrong to fill the vacancy on <br />the City Council created by Donald Moe moving out of the City. <br />Councilman Graves apologized for not contacting Rose earlier, but <br />added he had spoken to most of the applicants. <br />Councilman Graves: When Rose was on the Council she had the <br />opportunity to participate in the selection process of a new <br />administrator. I felt that we had an ideal choice in Pat Morrison as <br />City Admin. What are your feelings about the forced resignation of: <br />Pat and what do you propose we do about the administrator's position? <br />Rose Armstrong: I haven't been here for a year. I worked with Pat for <br />six months and in that time she acted in a way that I would expect an <br />administrator, new to the job, to act. I cannot comment on the past <br />year. <br />Graves: In referring to the City's code of ethics, I presume that you <br />would subscribe to that philosophy and do your best to uphold it. <br />Armstrong: I have and I will. Graves: The reason I bring this up is <br />the concern I raised a couple years ago. On October 6, 1987 there was <br />a vote by the City Council relative to appealing court action that was <br />taken on a mandamus suit brought by Hugh Madson relative to <br />non-agricultural use of ag preserve land. The initial court action <br />had supported the mandamus action forcing the city to implement the <br />powers or requirements of the code as interpreted by the court. You <br />
