That ponding area was identified on Lot 1, Block 2 and a backhoe excavation was <br />performed. Sandy soil was found, which should provide percolation for the Third Addition <br />pond. The Second Addition pond will be connected to the Third Addition pond by an equalizer <br />culvert, therefore some water level reduction should also be realized in the Second Addition <br />pond. It is my opinion that the Packard Park improvements can now meet the intent as well as <br />the letter of the Stormwater Control Ordinance.. <br />I have reviewed the proposed final plat and compared it to the approved preliminary plat and find <br />it approvable with the following conditions: <br />1. The developer and the City shall execute a Developer's Agreement and deposit such <br />security with the City as determined by the City Engineer. <br />2. Payment of the park dedication fee. <br />3. Provide Washington County with a road easement over the east 17 feet of Outlots A, B, <br />C, and D. <br />4.
