Systems (Kathleen Aho <br />and Rusty Fifield) as the City's Financial Consultant for 1990. <br />(Motion carried 4-0). <br />5. City Planner <br />The City received a letter from Mike Black of. James R. Hill., Inc. <br />indicating his desire to serve Lake Elmo as City Planner. James R. <br />Hill, Inc. proposes that the existing Agreement for Professional <br />Services would remain intact including the hourly rate schedule dated <br />July 1988. <br />M/S/P Hunt/Graves - to appoint James R. Hill, Inc. represented by <br />Michael Black as the City Planner for 1990. (Motion carried 4-0). <br />E. City Council Appointments <br />1. Planning Commission. <br />The terms of Dean Johnston, Dave Johnson and Ed Stevens expire <br />December 31, 3.989. Ed Stevens and Dave Johnson have indicatd a desire <br />to be reappointed. Mr. Johnston regrets that his business prevents <br />him from seeking reappointment. In his letter to the City, Dave <br />Johnson stated, in spite of the fact that he missed several meetings, <br />he may sell his business in March of 1990 which would allow him more <br />time to devote to the Commission. <br />Staff indicated, since Mr. Johnston does not seek reappointment, the <br />Council should appoint Wyn John (currently 1st alternate) to this <br />seat. <br />M/S/P Graves/Williams - to appoint <br />the Planning Commission commencing <br />31, 1.992. (Motion carried 4-0). <br />Wyn John to a three-year term to <br />January, 1990 and ending December <br />M/S/P Williams/Hunt - to reappoint Ed Stevens to a three-year term to <br />the Planning Commission commencing January, 1990 and ending December- <br />31, 1992. (Motion carried 4-0). <br />M/No Second Graves/ - to reappoint Dave Johnson to a three-year term <br />to the Planning Commission commencing January, 1990 and ending <br />December 31, 1992. <br />Councilman Williams encouraged Mr. Johnson to reapply, if and when his <br />employment situation changes, so he could attend more meetings. <br />Councilman Hunt recognized the embarassment the PZ has felt when <br />people are waiting in the audience for a public hearing, to be on a <br />phone trying to contact enough PZ members to hold a meeting. <br />Councilman Graves felt Dave had the experience, knows the City Code, <br />has the history of the planning issues confronting the city, and he <br />hates to lose that experience. <br />M/S/P Williams/Hunt - to direct the City Staff to advertise for <br />Planning Commission vacancies with January 31, 1.990 set as a deadline <br />for applications. (Motion carried 4-0). <br />
