MINNEBOTASBIDt <br />et9n9¢r+oo <br />PAX 0191290.0000 <br />During the public inquiry portion of the February 6,1990 Council meeting, questions were raised <br />as to the necessity of improving I ft Street and to the history of its initiation as an MSA project, <br />Since I was not prepared to respond at that meeting with all of the facts, the Mayor asked that I <br />prepare this letter for the record. <br />The recommendations to improve this road and seek MSA designation was initiated by me, as <br />City Engineer, in about 1986. The road was in poor condition from school buses and truck <br />traffic:, The City bad spent considerable time and funds patching the blacktop and filling ruts. In <br />the spring of 1988, the road was closed due to these severe conditions, <br />The road functioned as a through street and not a local street. Improving the street with just local <br />funds would be virtually impossible. For these masons, and with the Council concurrence, I <br />inquired of Elmer Morris, District State Aid Engineer, if the City could designate this road as <br />MSA. He said the road could not because it did not tem-dnate at a State Aid Road (Inwood <br />Avenue was a County Road) and 15th Street was not shown as a "collector" on the City's <br />Transportation Map in the Comprehensive Plan, In 1987, the City submitted a request to <br />Washington County to designate Inwood Avenue as a County State Aid Highway and requested <br />the Metropolitan Council approve a revision to the City's Transportation Plan Map. <br />In 1988, the County and the Metropolitan Council approved the City's request, <br />In 1989, the City re -applied for MSA designation and based upon the previous County and <br />Metropolitan Council actions, 15th Street was added to the MSA system. On May 2,1989, the <br />City held a public hearing and subsequently ordered the project, TKDA was instructed to <br />perform surveys, prepare plans, and assist with right-of-way acquisition, Construction will take <br />place in the sununer of 1990. <br />
