Black Y7 <br />DATE: February 6, 1990 <br />RE: CITY of LAKE ELMO 1989 COMPREHENSIVE PLAN <br />I have reviewed a draft copy of the CITY of LAKE ELMO 1989 COMPREHENSIVE <br />PLAN (pages 1 through 53). I have only read the written materials and <br />have not reviewed the map and exhibits which will be included in the <br />plan. <br />My first comment is that I recognize the thought and effort that has <br />been done in preparing this plan. The work is very thorough and clear <br />in policy direction. A good analysis.of government influences, natural <br />conditions, demographics, housing and existing land use has been done. <br />Each section also contains well written (and very appropriate) goals and <br />policies. The.fo.11owing general City policy is clearly reflected in <br />this draft plan: <br />1. The desire to maintain a rural character and where appropriate to <br />protect agricultural land use activities. <br />2. Additional low density residential development will be encouraged. <br />3. The City is and will continue to be concerned with the fiscal <br />impact on the City to provide City services for new development. <br />4. The protection of natural resources and mitigation of negative <br />impacts from development activity is important. <br />5. The need to further evaluate.the amount and location of <br />commercial -retail development. <br />6. The importance for strong, effective on -site sewage standards, <br />regulations and stringent system maintenance requirements. <br />I am only slightly concerned with the implementation section(s) of the <br />document. I belive my concerns are only a need for clarification or <br />perhaps minor re -organizing of the information already in the plan. Of <br />course a major current void is the Future Land Use Map which I have not <br />reviewed. <br />
