Mayor, City Council and Acting City Administrator
February 6, 1990
Page 2
Ms. Mary Kueffner has asked me to review the draft plan, give my general
comments, recommend specific actions for completing the document (ready
for public hearings) and estimate related costs. I, again commend those
who have participated in preparing this plan, the job is 85% to 90%
completed. I suggested that at least two meetings be scheduled with the
committee responsible for the plan preparation. The first meeting would
be to:
1. Discuss, review and clarify the City's intentions in various
sections;
2. Discuss the format and organization of the data in the plan;
3. Begin discussing the Future Land Use Plan, Transportation Plan and
Public Facilities Plan.
The second meeting would be to review the suggested changes in written
materials and maps or exhibits as discussed. A third meeting with the
City Council may be appropriate prior to scheduling a public hearing.
I estimate that approximately 8 to 12 hours will be needed in meeting
time. A maximum of 30 hours in further review and suggested format
changes may also be needed. Hence, my related cost for time to be spent
on this should not exceed $2,500.00. I cannot at this time give you
related costs for drafting of various maps and exhibits. I will first
need to know which exhibits need to be done and to what detail.
I look forward to further discussion with the City of Lake Elmo on this.
