MINNESOTA 55101 <br />51=92d 00 <br />FAX 512292.0055 <br />February 1, 1990 <br />Honorable Mayor and City Council <br />Lake Ehno, Minnesota <br />Re: The Forest PRD <br />Lake Elmo, Minnesota <br />Commission 9150-000 <br />Dear Mayor and Council: <br />At the September 26, 1989 Council Meeting, approval of the Development Stage Plan was <br />postponed because Lots 7, 8 and 9 did not have at least one (1) acre of land suitable for septic <br />system purposes. The soil was suitable but the drainage easement established by the VBWD at <br />elevation 917 occupied the western portion of the lots. The developer has proposed to fill out <br />into the drainage easements to achieve the one -acre of high ground ( see attached sketch). This <br />method is acceptable to VBWD as long as the filling does not raise the flood level by more than <br />0.1 foot. <br />The revised preliminary plat shows a revision in the road alignment at the west end of the plat <br />which was not requested by the City. Evidently, the developer changed the relatively straight <br />road to one that has two sharp reverse curves just before the cul-de-sac in order to save some <br />significant trees. The sharp back-to-back curves would only allow a safe speed of 15-20 mph. In <br />our opinion, this would create a hazardous condition and should not be approved. The road <br />alignment should more closely conform to the preliminary plat previously reviewed by the City <br />dated September 26, 1989. <br />Recomtnendations: <br />Achieving one acre of high ground by filling is acceptable. The proposed road alignment at the <br />west end of the plat is not recommended because of the hazardous condition created. Local roads <br />should be designed for a safe speed of 30 mph. It is recommended that the Development Stage <br />Plan, with preliminary plat dated January 8, 1990, not be approved. <br />Sincerely, <br />Larry D.
