Honorable Mayor and City Council <br />Lake Elmo, Minnesota <br />January 10, 1990 <br />Page Two <br />The projects are individually described as follows: <br />1. 1989 MSA -15th Street from Inwood Avenue to Oakdale City Limits <br />This project was ordered in 1989 for construction in 1990. The plans will be available for <br />Council review within the next month. Project will be funded primarily with MSA <br />Construction funds and some assessments. <br />2. Old Village Drainage Study <br />This study was begun a few weeks ago and will point out what improvements are necessary <br />to move drainage through the Old Village area north of the railroad tracks to avert flooding <br />problems like last spring. This study is a budgeted expenditure. <br />3. Old Village Drainage Improvement <br />The Council has previously determined that the 1990 MSA Maintenance Allotment of <br />approximately $40,000 should be used for the improvements identified in the above <br />referenced study. I ✓ � ��� � ✓✓ C <br />4 1990 MSA - Laverne Avenue and Upper 33rd Street ,m dl f fl <br />This Old Village street reconstruction project has been id ntified as the next MSA project in \. <br />the City's 5-year plan. It is also necessary as a vital part of the Old Village drainage <br />improvements. The project will most likely include street reconstruction with concrete curb <br />and gutter, storm sewer, right-of-way acquisition along 33rd Street, and maybe watermain <br />replacement. This main has had four or five breaks in the past. This project would be <br />funded with MSA Construction Funds and assessments. <br />5. Layton Avenue and 36th Street - TH 5 to Laverne Avenue <br />Public hearings for this street were held in 1989 but the project was not determined to be <br />feasible until the Old Village drainage could be improved. A temporary surface was put on <br />this street last fall to get it through the winter. This project will depend on the success of <br />the drainage improvements and the longevity of the temporary surface. Project was <br />proposed to be 100% assessed. <br />6J Lampert Avenue �irgiYll (N?P 1 ' .✓° <br />i This Old Village street was patched by the Maintenance Crew last summer and needs a full <br />overlay. This project is shnilar to other overlay projects the City has performed over the <br />% last few years and is proposed to be 100% assessed. <br />(7, `� Legion Avenue within Eden Park Addition <br />This street is 14 years old and was extensively patched in 1989. It needs a full overlay to <br />preserve the rest of the street. It is proposed to be 100% assessed. <br />
